"The Department of Highways for the State of Alaska is planning the construction of a new 4-lane traffic facility connecting University Avenue with the Chena Pump Road and the proposed Fairbanks-Anchorage Highway. The new facility would provide increased access over the existing roadway, Geist Road, and would adequately handle the projected twenty year traffic needs within the area. In addition, the construction of a new proposed West Access to the University of Alaska, beginning at the north limits of Fairbanks Street and Geist Road, is anticipated, In order to achieve the most beneficial routing, all factors such as alignment, grade, foundations, economics, traffic, and social and environmental effects must be considered. This report presents and discusses each of these factors and their contribution not only to route selection, but to the type and nature of the facility required to serve the area needs on a progressive twenty year projection.
