Beginning in 2003, diverse and significant actors, both domestic and international, engaged in reconstruction activities in Iraq. The total budget committed to Iraq’s reconstruction was unprecedented among postconflict operations mobilized by the international community. Despite the vast sums of money spent, and the implementation of its many projects and programs, the donors and the Iraqi people view the reconstruction efforts in Iraq in a negative light. The Reconstruction of Iraq after 2003: Learning from Its Successes and Failures focuses on the period between 2003 and 2014—that is, after the United States†“led invasion and overthrow of the Saddam Hussein regime, and before the sudden rise of the Islamic State of Iraq and the Levant (ISIL), also known as Daesh. This book assesses several dimensions of Iraq’s reconstruction. First, it considers the response of key international actors, such as the United Nations, the World Bank, the United States, and other bilateral donors—specifically, the European Union, Japan, and the United Kingdom—as well as nongovernmental organizations. Second, it analyzes the process and results of the reconstruction of key sectors (electricity, oil, education, and health), and the interventions geared to institution building and governance reform. Pursuing effective reconstruction within the context of conflict and fragility is a formidable challenge because of the uncertain, fluid, and complex environment. Based on the experience in Iraq, how can the international community support the effectiveness and durability of reconstruction? This book identifies lessons in seven areas and offers four recommendations for international and domestic actors and citizens engaged in reconstruction activities. In the nineteenth century, European states conquered vast stretches of territory across the periphery of the international system. Much of Asia and Africa fell to the armies of the European great powers, and by World War I, those armies controlled 40 percent of the world's territory and 30 percent of its population. Conventional wisdom states that these conquests were the product of European military dominance or technological superiority, but the reality was far more complex. In Networks of Domination, Paul MacDonald argues that an ability to exploit the internal political situation within a targeted territory, not mere military might, was a crucial element of conquest. European states enjoyed greatest success when they were able to recruit local collaborators from within the society and exploit divisions among elites. Different configurations of social ties connecting potential conquerors with elites were central to both the patterns of imperial conquest and the strategies conquerors employed. MacDonald compares episodes of British colonial expansion in India, South Africa, and Nigeria during the nineteenth century, and also examines the contemporary applicability of the theory through an examination of the United States occupation of Iraq. The scene in Iraq is most troubling; and further failure therein – especially failure in sustainable reconstruction – will compound the tragedy and bring grievous harm to too many: in Iraq, the United States, the Middle East and the Western world. Yet, the current efforts at reconstruction cannot succeed -- as we seem to be making many of the same mistakes that were made post-invasion. Simply put, a national occupying power cannot reconstruct a massive societal vacuum by working only top down. Reconstruction is not the simple reversal of destruction. Sustainability requires serious localized reconstitution of localized community infrastructure. Accordingly, in order to explore how Iraqi communities could be rebuilt in a manner that promotes social justice, economic and political sustainability, and the full participation of all stakeholders, the Center for Rebuilding Sustainable Communities after Disasters at the University of Massachusetts at Boston, USA, hosted a four-day international conference of Iraqi and international scholars and practitioners in July 2007. This volume collects some of the papers that were presented at the conference. Amongst the topics that the contributing authors have explored are the following: the role of organizations and institutions in defining strategies for sustainable rebuilding of community; rebuilding the Iraqi Oil Industry; and, successful project strategies in Iraq’s Kurdistan region. The book concludes with a presentation of a number of international perspectives and their lessons for Iraq. These studies spring from Afghanistan, the United States of America and Africa.
