This book traces the history of the British Transport Police, the National Police Force responsible for policing the railways of England, Scotland and Wales. The roots of the Force go back almost 200 years, starting with the development of the railways during the Nineteenth Century. Hundreds of railway companies were founded and although mergers and amalgamations took place, by the end of the century, well over 100 railway companies were operating, most of which employed railway policemen. The first railway policemen were recruited to work on the Stockton and Darlington Railway in 1826. Other railway companies quickly followed and by the 1850s, railway policemen with their smart uniforms and top hats were a common sight on Britain’s railways. During the Twentieth Century, railway companies continued to merge before being nationalized in 1948. The following year, the British Transport Commission (BTC) was created to oversee not only the newly nationalized railway network, but also the nation’s docks, shipping, inland waterways, road transport, road haulage and other companies. Also in 1949, the British Transport Commission Police (BTC Police) was created to take over the policing of these newly nationalized institutions. All the former railway, dock and canal police forces were then absorbed into the new BTC Police Force. The BTC was abolished in 1962, having incurred serious financial losses. The BTC Police was renamed the British Transport Police in 1963 and has continued to operate ever since. It no longer polices the docks, harbors and canals for reasons outlined in this book.

The British Transport Police (BTP) is responsible for delivering a safe railway environment on the national overland railway network, and a number of other mass transit systems such as the London Underground, London Docklands Light Railway, Midland Metro Tram System and the London Croydon Tramlink. A Government review published in September 2004 rejected any suggestion that the BTP should be merged or linked to the Metropolitan Police or Home Office county forces. Yet the Committee was surprised that another review - the fourth in five years - was announced in October 2005, coinciding with the review of 43 local police forces by the Home Office. The Metropolitan Police Authority, in response to the Home Office review, suggested a strategic merger of the Met Police and the London element of the BTP. The Committee finds no valid reasons for this proposal, as clear up rates for serious crime are little different, there are no communication problems between the forces, and no details have been presented of the plan itself nor of value for money savings of a merger. The BTP's effectiveness in anti-terrorism operations had been questioned, but the Committee finds no evidence that would justify the force's break-up on those grounds. The Committee exhorts the Government to establish a sensible system of funding, to remove the necessity for protracted negotiations with the train operating companies about their contributions and timely payment. Finally the Committee rejects the "bizarre" notion of privatisation of the force, which is one of the current review's options.

The railways in Britain are currently experiencing historically high levels of investment. Network Rail, the monopoly owner and operator of Britain's fixed rail infrastructure, is investing about £35 billion in the railway network between 2009 and 2014. In this inquiry the Transport Committee assess the value of further investment to enhance Britain's railway network and - within the context of likely public spending reductions following the recession - to identify essential rail investment priorities for the future. Investment in rail enhancements can positively benefit the economy through reducing journey times, providing access to employment, contributing to the regeneration of local areas and, in the short-term, providing much-needed construction jobs. Failure to invest now to enhance the network, and to alleviate capacity constraints, will only damage the prosperity of the railways in the long term. The Committee believes the Government should continue to focus on enhancing the network, promoting integration of transport modes and reacting positively to proposals to develop new rail lines, or reopening old ones, serving communities with little or no access to the rail network. The report sets out which needs and schemes the Committee thinks should be considered high priorities in the medium to long-term.
