The performance and fuel cycle costs for a 25 MW, JANUS 30 reactor conceptual design by INTERATOM, Federal Republic of Germany, for BATAN, Republic of Indonesia have been studied using 19.75% enriched uranium in four fuel element design options. All of these fuel element designs have either been proposed by INTERATOM for various reactors or are currently in use with 93% enriched uranium in reactors in the Federal Republic of Germany. Aluminide, oxide, and silicide fuels were studied for selected designs using the range of uranium densities that are either currently qualified or are being developed and demonstrated internationally. To assess the long-term fuel adaptation strategy as well as the present fuel acceptance, reactor performance and annual fuel cycle costs were computed for seventeen cases based on a representative end-of-cycle excess reactivity and duty factor. In addition, a study was made to provide data for evaluating the trade-off between the increased safety associated with thicker cladding and the economic penalty due to increased fuel consumption.

The comparative analysis of power generation costs for the various reactor cycles that is being performed in the Nonproliferation Alternative Systems Assessment Program (NASAP) and the International Nuclear Fuel Cycle Evaluation (INFCE) requires that the costs associated with processing of fuel materials for use in these cycles be estimated. The study described here provided unit cost estimates for the fabrication, reprocessing, and refabrication of a variety of fuels for several reactor systems. We examined in detail the facility requirements and operations to estimate capital and operating costs. Unit processing cost determinations were based on a cash flow analysis technique in which income from sales over the life of each facility was equated to the total capital and operating expenses of that facility plus a specified return on equity investment. The effects of plant capacities were determined by application of scaling factors to individual components of the reference plant costs. Capital and operating costs were estimated for 21 reactor and fuel cycle combinations. Based on these estimates, unit costs were determined for fabrication, reprocessing, and refabrication of the fuels. In each instance, the effect of plant capacities on unit costs associated with the processing of fuels was determined. All costs were based on mature industries, and first-of-a-kind costs were not included. Unit cost determinations were based on three financing techniques, which included government financing, typical industrial financing, and high-risk industrial financing. The unit costs recommended for the comparative analysis of power generation costs are those associaated with the economic assumptions of a typical industry.

The Department of Energy (DOE) and the Commission of the European Communities (CEC) have been exploring the possibility of parallel studies on the externals costs of employing fuel cycles to deliver energy services. These studies are of particular importance following the activities of the US National Energy Strategy (NES), where the potential discrepancies between market prices and the social costs of energy services were raised as significant policy concerns. To respond to these concerns, Oak Ridge National Laboratory (ORNL) and Resources for the Future (RFF) have begun a collaborative effort for the DOE to investigate the external costs, or externalities, generated by cradle to grave fuel cycle activities. Upon initiating this project, the CEC expressed an interest to the DOE that Europe should conduct a parallel study and that the two studies should be highly coordinated for consistency in the results. This series of meetings with members of the CEC was undertaken to resolve some issues implied by pursuing parallel, coordinated studies; issues that were previously defined by the August meetings. In addition, it was an opportunity for some members of the US research team and the DOE sponsor to meet with their European counterparts for the study, as well as persons in charge of research areas that ultimately would play a key role in the European study.
