The globe is warming and while no one knows what will happen as a result, it is clear that slowing the process is a necessary goal. Other studies have considered 'warming fates', this one brings sophisticated computer modeling to bear on ways of minimizing the risks. Fossil carbon emissions, other trace gases and releases from other sources are all taken into account, and the authors demonstrate the global need to produce a budget for cumulative releases between now and the year 2100. They also demonstrate the need to return to a rate of forest carbon storage equal to that of the mid-1980s. These budgets look at issues of international equity and the ways of moving to a binding agreement. The price of failure to control GHG emissions may be uncertain, but it will be more than anyone can afford. The ffiM Japan International Symposium Energy and Environment - Global Warming was held in the Keidanren Guesthouse at the foot of Mt. Fuji, from October 21 to 24, 1990. The symposium was conducted in the context of ffiM Japan's longstanding commitment to good corporate citizenship. On this beautiful planet with its inter-dependent waters, lands and atmo sphere, we consider that the problems relating to the global environment are the most serious that the human race will face in the near future. Eighteen papers were presented followed by panel and group discussions, on which the concluding remarks and recommendations are based. On the first day the symposium began with a plenary speech by Dr. J. Kondo followed by three keynote speeches, each with a particular focus. Inequality is becoming an urgent issue of world politics at the end of the twentieth century. Globalization is not only exacerbating the gap between rich and poor in the world but is also further dividing those states and peoples that have political power and influence from those without. The chapters in this volume are edited versions of papers presented at the NATO Ad vanced Research Workshop on Environmental Change Adaptation and Security held in Budapest, Hungary, from October 16 - 18, 1997. As is evident in this volume, the papers ranged from descriptions of environmental and health issues in Russia and Eastern Europe to models of sustainable land use. This diversity of perspectives on environ ment and security is indicative of both the breadth of this new area of research as well as the varied background of the researchers involved. The discussions at the NATO workshop were remarkably animated and exciting, not surprising given the interest in the topic. I think this vitality is reflected in the papers in this volume as well. The main purpose of the NATO ARW is to foster research links among researchers from NATO countries and Central and Eastern European States, Russia, and the Newly Independent States. In editing this volume, a decision was made to keep to the spirit of this purpose and-if at all possible-include all papers prepared for the workshop. This required extensive editing and rewriting of some of the papers (and consequent delays in production). A determination was made early in the process by the workshop steering committee that the value of publishing the entire collection of articles out weighed the advantages of accepting only a limited number.

Although present day politics seems to be preoccupied with questions of economic growth and full employment, the basic environmental problems stemming from the interactions of the economic sphere with global, regional and local environments persist and will have an even greater impact in the future. If economy and ecology are not reconciled in the years to come, mankind will not have a sustainable future on Earth. The typical negation of environmental problems in times of economic crisis is partially due to the fact that environmental and health damages of economic activities are neither priced nor included in our market price system. This allows politicians to focus their attention on insufficient economic indicators which do not reflect the actual development of the welfare of society. If economic lead indicators like GDP or balance of trade figures were better integrated with information on the environmental and health costs caused by the seemingly beneficial economic development, politicians might have better guidance as to what policy choices would benefit society most.
