This dissertation considers the mathematical modeling and implementation of a multilevel freeway control system together with a consideration of some operational alternatives and associated consequences of real-time freeway control. The control functions of the freeway control system were considered to be different levels of a multilevel control system. The various levels in the multilevel format were (1) the entrance ramp signal regulating function, (2) the ramp merging control optimizing function, (3) the ramp merging control adaptive function, (4) the freeway system optimizing function, (5) the freeway system adaptive function, and (6) the self-organizing function. The individual control functions that existed at each level were studied; and new ones were developed or modifications made to previous ones as required to effect a more efficient control system. The necessary transfer or linkage functions between levels of control were also modeled. ...
