It frequently happens that one's true place in history is not fixed at or near the period when the events in which he participated occurred, but long after, when the lengthening perspective allows a more mature and better judgment of what the characters were or what they accomplished. On February 23, 1778, Frederick William Baron von Steuben reported to General George Washington at the Continental Army's bleak winder encampment at Valley Forge. His record of drill instructions, written in brief installments, grew into the Regulations for the Order and Discipline of the Troops of the United States.
