Organizationalstructuring is defined as the sum total of the ways in which an organizationdivides and coordinates its labor into distinct tasks. Further analysis of theresearch literature is neededin order to builda conceptualframework that will fill in the significant gap left by not connecting adescription of structure to its context: how an organization actuallyfunctions. The results of the synthesis are five basic configurations (the SimpleStructure, the Machine Bureaucracy, the Professional Bureaucracy, theDivisionalized Form, and the Adhocracy) that serve as the fundamental elementsof structure in an organization. Five basic parts of the contemporaryorganization (the operating core, the strategic apex, the middle line, thetechnostructure, and the support staff), and five theories of how it functions(i.e., as a system characterized by formal authority, regulated flows, informalcommunication, work constellations, and ad hoc decision processes) aretheorized. Organizations function in complex and varying ways, due to differing flows -including flows of authority, work material, information, and decisionprocesses. These flows depend on the age, size, and environment of theorganization; additionally, technology plays a key role because of itsimportance in structuring the operating core. Finally, design parameters aredescribed - based on the above five basic parts and five theories - that areused as a means of coordination and division of labor in designingorganizational structures, in order to establish stable patterns of behavior.(CJC).

Corruption and ineffectiveness are often expected of public servants in developing countries. However, some groups within these states are distinctly more effective and public oriented than the rest. Why? Patchwork Leviathan explains how a few spectacularly effective state organizations manage to thrive amid general institutional weakness and succeed against impressive odds. Drawing on the Hobbesian image of the state as Leviathan, Erin Metz McDonnell argues that many seemingly weak states actually have a wide range of administrative capacities. Such states are in fact patchworks sewn loosely together from scarce resources into the semblance of unity. McDonnell demonstrates that when the human, cognitive, and material resources of bureaucracy are rare, it is critically important how they are distributed. Too often, scarce bureaucratic resources are scattered throughout the state, yielding little effect. This innovative study of racial upheaval and urban transformation in Baltimore, Maryland investigates the impact of "blockbusting"—a practice in which real estate agents would sell a house on an all-white block to an African American family with the aim of igniting a panic among the other residents. These homeowners would often sell at a loss to move away, and the real estate agents would promote the properties at a drastic markup to African American buyers. In this groundbreaking book, W. Edward Orser examines Edmondson Village, a west Baltimore rowhouse community where an especially acute instance of blockbusting triggered white flight and racial change on a dramatic scale. Between 1955 and 1965, nearly twenty thousand white residents, who saw their secure world changing drastically, were replaced by blacks in search of the American dream. By buying low and selling high, playing on the fears of whites and the needs of African Americans, blockbusters set off a series of events that Orser calls "a collective trauma whose significance for recent American social and cultural history is still insufficiently appreciated and understood." Blockbusting in Baltimore describes a widely experienced but little analyzed phenomenon of recent social history. Orser makes an important contribution to community and urban studies, race relations, and records of the African American experience.
