Women, Business and the Law 2021 is the seventh in a series of annual studies measuring the laws and regulations that affect women’s economic opportunity in 190 economies. The project presents eight indicators structured around women’s interactions with the law as they move through their lives and careers: Mobility, Workplace, Pay, Marriage, Parenthood, Entrepreneurship, Assets, and Pension. Demand for tech professionals is expected to increase substantially over the next decade, and increasing the number of women of color in tech will be critical to building and maintaining a competitive workforce. Despite years of efforts to increase the diversity of the tech workforce, women of color have remained underrepresented, and the numbers of some groups of women of color have even declined. Even in cases where some groups of women of color may have higher levels of representation, data show that they still face significant systemic challenges in advancing to positions of leadership. Research evidence suggests that structural and social barriers in tech education, the tech workforce, and in venture capital investment disproportionately and negatively affect women of color. Transforming Trajectories for Women of Color in Tech uses current research as well as information obtained through four public information-gathering workshops to provide recommendations to a broad set of stakeholders within the tech ecosystem for increasing recruitment, retention, and advancement of women of color. This report identifies gaps in existing research that obscure the nature of challenges faced by women of color in tech, addresses systemic issues that negatively affect outcomes for women of color in tech, and provides guidance for transforming existing systems and implementing evidence-based policies and practices to increase the success of women of color in tech.

The dictatorship of Rafael Trujillo, who ruled the Dominican Republic from 1930 until his assassination in 1961, was one of the longest and bloodiest in Latin American history. The Dictator’s Seduction is a cultural history of the Trujillo regime as it was experienced in the capital city of Santo Domingo. Focusing on everyday forms of state domination, Lauren Derby describes how the regime infiltrated civil society by fashioning a “vernacular politics” based on popular idioms of masculinity and fantasies of race and class mobility. Derby argues that the most pernicious aspect of the dictatorship was how it appropriated quotidian practices such as gossip and gift exchange, leaving almost no place for Dominicans to hide or resist. Drawing on previously untapped documents in the Trujillo National Archives and interviews with Dominicans who recall life under the dictator, Derby emphasizes the role that public ritual played in Trujillo’s exercise of power. His regime included the people in affairs of state on a massive scale as never before. Derby pays particular attention to how events and projects were received by the public as she analyzes parades and rallies, the rebuilding of Santo Domingo following a major hurricane, and the staging of a year-long celebration marking the twenty-fifth year of Trujillo’s regime. She looks at representations of Trujillo, exploring how claims that he embodied the popular barrio antihero the tíguere (tiger) stoked a fantasy of upward mobility and how a rumor that he had a personal guardian angel suggested he was uniquely protected from his enemies. The Dictator’s Seduction sheds new light on the cultural contrivances of autocratic power.
