The term foreign trade applies to trade between the United States, including its territories, and foreign countries. Trade between continental United States and its territories is referred to as shipments. Alaska, Hawaii, Puerto Rico and since January 1, 1935, the Virgin Islands are territories. Beginning January 1, 1940, trade with foreign countries through the customs district of the Virgin Islands is not included in United States trade statistics. Figures for shipments out of the territories include small quantities to other territories. In statistics of foreign trade, forest products and distilled liquors are considered non-agricultural products. Exports under various special economic-aid programs are included in figures appearing in this publication, but separate figures are not being compiled by the Bureau of the Census on exports under these programs. Excluded from the export figures are shipments to the United States armed forces abroad for their own use, shipments between continental United States and the territories and possessions, and shipments between the territories and possessions. Excluded from the dollar value is any export subsidy paid to private United States exporters on shipments of domestically produced agricultural commodities.
