PREFACE Public opinion polls are one of the popular methods in international relations frequently used by both policy makers and researchers in order to contribute to the making of foreign policy. They can be defined as collecting, recording, classifying and presenting the necessary information in an objective way in order to identify the conditions, behaviour, expectations, tendencies, thoughts and needs of the people who make up the whole or a part of the public, depending on their social, economic, political and cultural activities. It should be pointed out that public opinion polls are can be various by their subjects, sizes, budgets or methods etc. This research seeks to put forward the perceptions of university students on Turkish Foreign Policy (TFP). In the case of Erzurum, the survey has been shared students who continue their education at all levels at the Ataturk University and Erzurum Technical University. The survey was accessible between April 8, 2022, and October 23, 2022. 639 students responded it. Their responses not only were presented in tables and graphics, but also were evaluated quantitatively to find out which factors are efficient to determine perceptions of university students. In connection with this study, it was aimed to collect the responses from students participating in the research at a local level according to scientific standards, and to create datasets that can be used in future large-budgeted studies. We all owe participants a great debt of gratitude for their frank responses. Without their precious time, this research cannot be completed. We also many thanks the project1 team (Asst Prof. Esra Yıldız ÜSTÜN and Assoc Prof. Ali Servet ÖNCÜ) and post-graduate students (Kübra, Aleyna, Aymila, İbrahim and Betül) for efforts throughout the data collection. This study examines perspectives of the two influential U.S. think tanks, the Brookings Institution and the Council on Foreign Relations, on Turkish foreign policy under the leadership of the Justice and Development Party (JDP) from 2002 to 2010. It attempts to analyze the perceptions of the noted institutions about the JDP's foreign policy by referencing their reports, articles, interviews and seminars. The study had four aims. First, it aims to analyze the JDP's foreign policy in the eyes of the two think tanks. Second, it shows the objective of the two institutions for shaping the framework of the discussions on the United States-Turkey relations and Turkish foreign policy by emphasizing the epistemic community. Third, this thesis intends to clarify divergences and convergences in the perceptions of the two institutions. Fourth, it indicates the continuity, change and rupture in the JDP's foreign policy choices from the viewpoint of the Brookings Institution and the Council on Foreign Relations. Consequently, the thesis states that "the given framework" in the relations between the United States and Turkey has been largely determined by the U.S.' activities.

As a staunch ally of NATO whose actions were easy to predict, Turkey did not attract much attention as a foreign policy actor until a decade ago. The increasing activism of Turkish foreign policy and the greater initiative taken by Turkish elites have raised interest in Europe. After overcoming the first wave of bewilderment and irritation at Turkey's independent foreign policy initiatives, Europeans have started to develop a more nuanced approach towards the specifics of Turkish foreign policy. Currently, debates over Turkey are not confined to EU accession discussion alone. Instead, they consider the implications of Turkey's more assertive foreign policy as well. As Europe has become more familiar with Turkey, AK Party's foreign policy has been more positively received in Europe. Turkey is now considered an essential foreign policy voice by the majority of European intellectuals, one that cannot be ignored in any diplomatic developments within Turkey's greater region. Nonetheless, positive perception of Turkish foreign policy is not without question marks and confusion regarding objectives of Turkish foreign policy. The study at hand aims to analyze European elites' perceptions of Turkish Foreign Policy under AK Party period. The policy brief is made up of three parts. The first part of the policy report gives a brief introduction to the evolution of Turkish Foreign Policy under the AK Party period. The second part attempts to reveal overall perceptions of Turkish Foreign Policy among European elite. The third part of the policy report places the focus on what European elite think of the main debates that Turkish foreign policy has generated over the last few years: Shift of Axis, Turkish Model, Over-Stretch in Turkish Foreign Policy and neo-Ottomanism.

This paper focuses on the relationship between social identity based on national, religious, or international affiliations and attitudes toward foreign policy in the Turkish context. Evidence is drawn from an original survey conducted among university students in Turkey. The results show that students' social identity has a significant correlation with their perceptions of foreign policy. Most Turkish university students provide conditional support for the new directions in Turkey's foreign policy, but those with an Islamic identity appear to be more supportive of the AKP's policies. Most university students believe that Turkey's future lies in the European Union and the Central Asian Turkic republics rather than in the Middle East. Overall, the perceptions of educated youth toward foreign policy are shaped by both social identity and their conceptions of national interest.

The trajectory of Turkey's Justice and Development Party (AKP) rule offers an ideal empirical window into puzzling shifts in Turkey's domestic politics and foreign policy. The policy transformations under its leader Recep Tayyip Erdogan do not align with existing explanations based on security, economics, institutions, or identity. In Identity Politics Inside Out, Lisel Hintz teases out the complex link between identity politics and foreign policy using an in-depth study of Turkey. Rather than treating national identity as cause or consequence of a state's foreign policy, she repositions foreign policy as an arena in which contestation among competing proposals for national identity takes place. Drawing from a broad array of sources in popular culture, social media, interviews, surveys, and archives, she identifies competing visions of Turkish identity and theorizes when and how internal identity politics becomes externalized. Hintz examines the establishment of Republican Nationalism in the wake of imperial collapse and examines failed attempts made by those challenging its Western-oriented, anti-ethnic, secularist values with alternative understandings of Turkishness. She further demonstrates how the Ottoman Islamist AKP used the European Union accession process to weaken Republican Nationalist obstacles in Turkey, thereby opening up space for Islam in the domestic sphere and a foreign policy targeted at achieving leadership in the Middle East. By showing how the "inside out" spillover of national identity debates can reshape foreign policy, Identity Politics Inside Out fills a major gap in existing scholarship by closing the identity-foreign policy circle.
