The Committee makes 68 conclusions and recommendations in relation to its continuing assessment of the fight against al Qaeda and international terrorism, the situation in Iraq, the Israeli-Palestinian conflict and other security threats in the Middle Eastern region, international co-operation efforts and the role of multilateral institutions. An interim report was made in June 2002 on the Government's response to the terrorist attacks on the US on 11 September 2001. (HC 384, session 2001-02, ISBN 0215003756). Between that date and the beginning of October, the main public focus of the war against terrorism has shifted towards addressing the threat from Iraq. The debate about the extent of this threat, the legal, diplomatic and security implications of possible military action and the relevance of Iraq to the wider war against terrorism are detailed in this report. Also examined are the terrorist attacks which took place in Kuwait, the Gulf of Aden, Bali and Russia and in November in Kenya. The Committee draws conclusions from these attacks regarding the state of the al Qaeda network after a year of "war". Questions are also raised about the conflict between Israel and Palestine and Britain's relations with the broader Arab world. Of central importance to any inquiry on this subject is the relationship between the Government and the Bush administration and this is also examined in this report. In the June report it was concluded that the complexity of issues to be addressed in the war against terrorism and the conclusion that it would be lengthy have not changed since then. This report is therefore an interim assessment of the continuing threat and of progress of the international coalition against terrorism.
