Where projects have failed to produce the expected benefits, an explanation must be included. It is not clear to what extent the post-September-11 increase in security costs is being funded by new money, or by saving money on other activities. FCO contributions to the reduction of opium production in Afghanistan should be reported on. The reduced funding of the BBC World Service and of the British Council is a cause for concern. There should be an explanation why there is no air conditioning in the new embassy in Berlin. Detailed guidance should be issued to diplomats on how they should respond to requests from ministers that they draft letters of support for companies seeking contracts abroad, when those companies are declared donors to a British political party
