In response to mounting concerns about the cost of college, lawmakers have proposed major new partnerships between the federal government and states to tackle college affordability. The Education Trust maintains that any new federal-state proposal aimed at making college more affordable must also simultaneously address completion problems by leveraging new investments to ensure that incoming students are better prepared, and making sure that colleges and universities prioritize student success, especially among historically underserved groups of students. In this report, Santos and Haycock contribute to the public discussion of the needed contours of effective policy solutions to America's college attainment problem. The report is presented in three sections. First, a look at the problems that make more comprehensive action essential and an examination of the key drivers of those problems. Second, a review of past federal-state partnerships, identifying some of the most salient lessons. This report presents quantitative data from an ongoing longitudinal study, the Cooperative Institutional Research Program, on degree attainment rates at institutions of higher education. The report covers national degree completion data for three time intervals--4, 6, and 9 years--broken down by institutional type, student gender, and student race. Brief introductory sections define the purpose of the study and describe the methodology. Sixteen tables and supporting text present data for: attainment rates by institutional type, gender, and race; attainment rates by high school grades and Scholastic Aptitude Test (SAT) scores; prediction of Bachelor Degree completion using different combinations of input variables; and regression analysis. The study also examines the data as they relate to historically black colleges and universities, finding few strong correlations. The final section of the report looks at some policy implications and suggests ways in which institutions can use the information provided by longitudinal studies to assess institutional performance and accountability. There are three appendixes: the first converts American College Testing (ACT) scores to SAT verbal and math equivalents; and second lists the regression variables by racial subgroups; and the third compares Cooperative Institutional Research Program retention rates with rates reported by the ACT program. This book explores the causes and consequences of the contradictions in young people’s lives stemming from the affluence–purpose paradox: a lack of purpose-in-life among many of those living in the most affluent societies in human history. This paradox is endemic to identity societies where people experience a choice-contingent life course, and is examined using an interdisciplinary approach—largely with an integration of developmental psychology and sociology, but also using historical, anthropological, economic, and political perspectives. The transition to adulthood is now commonly a prolonged process, with young people facing a number of psychological challenges and sociological obstacles in their identity formation. Challenges include difficulties in making prudent choices about goals. Obstacles involve cross-pressures in the wider society as well as in educational institutions. Consequently, many youth experience their education as alienating and stressful rather than as an opportunity for personal development. Those without a sense of purpose have more difficulties with their identity formation that can produce symptoms of anxiety and depression. The current student mental health crisis is examined in this context. An additional challenge is an ambiguously defined adulthood. Young people who are confused about appropriate adult roles often value hedonistic activities rooted in narcissism and materialism rather than in more fulfilling long-term goals. Conversely, those who are agentic in their personal development can thrive in adulthood, especially when they combine agency with generativity. This book ends with a series of recommendations for researchers and policy makers to help youth cope with the affluence–purpose paradox.
