While it is widely acknowledged that the availability of institutional credit is an important pre-condition for the further development of the small-scale fisheries sector of many developing countries, the lack of well-documented information with regard to the reasons for the success or failure of fisheries credit schemes impedes progress in the design and operation of new fisheries credit programmes and revolving loan funds. In order to gain more information in this vital area, the Fishery Industries Division of FAO initiated a series of case studies in Asia, Africa, the Middle East, Latin America and the Caribbean on successful fishery credit programmes and revolving loan funds. Successful was defined by an over-all positive socio-economic impact, the full utilization of credits for their intended purpose, achievement of disbursement targets and satisfactory loan recovery. Each region is represented by two or three case studies, selected on the basis of various institutional and operational circumstances, in order to cover all major settings of fisheries credit operations. The case studies presented in this volume reflect the opinions of their authors who in some cases have been closely associated with the design and implementation of the credit programmes. Some editorial changes have been made to facilitate presentation and comparison, but the substance of the studies and the conclusions reached are those of the authors.

These Guidelines for increasing access of small-scale fisheries to credit and microfinance services in Asia have been developed to support the implementation of the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines). The purpose of these guidelines is fourfold, i.e. to: • Increase awareness about the financial service needs of small-scale fishers (SSF) for more sustainable and inclusive access to finance; • Guide policy and decision makers in the Asia-Pacific region and elsewhere, to help introduce and incentivize financial services to small-scale fishers, with the ultimate objective to encourage investment in the industry and by doing so influence and strengthen sustainability, ecological and economic viability of these fisheries; • Build capacity among financial service providers, fisherfolk organizations, NGOs, and concerned government agencies, to design and implement financial service products and programmes that suit the needs of small-scale fishing communities and enhance social protection; and • Promote financial services that incentivize and reward a responsible and sustainable conduct of fishing, fish processing and marketing operations. The document commences by laying out the background and context, purpose and target audience of these Guidelines. It describes why microfinance and credit are important for small scale fisheries and why many small-scale fishers are not currently financed, which includes a discussion of risks. The Guidelines suggest entry and leverage points for actors interested in supporting the access of financial services for SSFs and compares agriculture (smallholders) and SSF business characteristics. The Guidelines identify a range of actors involved in finance of SSF, which include supply side, demand side, multifunction and enabling environment actors. It elaborates on the likely roles and activities of each category of actor, as well as their incentives and constraints in the provision or receipt of finance. The Guidelines describe some key good practices in the provision of microfinance and credit to SSFs and delves into some detail on the market, main activities and possible products, the role of product design, policies and procedures, marketing and promotion, risk assessment and credit analysis, delivery channels, loan monitoring and repayment elements and the need for product pricing to contribute to institutional sustainability. Finally, the Guidelines provide advice to second tier investors, including guidance on the use of smart subsidies, and when concessionary loan funds may be preferable to loan guarantees.

This book is presented in seven Chapters. Chapter 1 describes the basic assumptions underlying the optimal allocation of natural resources and the inherent characteristics of fisheries that determine, under unrestricted access, the failure to allocate resources, economic inefficiency and overfishing. To mitigate these undesired effects, the bioeconomic literature invokes the allocation of property rights, which in turn must be implemented within a management context. Thus, in this Chapter we suggest some guidelines to conduct management plans. Static and dynamic bioeconomic models are presented in Chapter 2 as a theoretical framework for the design of intelligent management schemes aiming at sustainable use of fish stocks. Classic models are shown, such as the Gordon-Schaefer based on the logistic. We also develop new bioeconomic approaches, such as a distributed-delay model to add realism to Smith's fleet dynamics approach. Chapter 2 also includes an introductory version of a bioeconomic yield-mortality model, and dynamic age-structured models. A comparison of the dynamic and static trajectories is stressed. The price of time and its implications for optimal resource allocation over time is also discussed. For the sake of adding realism to the above models, the systems approach is used in Chapter 3 to model different technological and ecological complexities that occur in marine fisheries. Ecological interdependencies (competition, predation), as well as technological interdependencies resulting from fleets with different fishing power and/or gear types, operating on components of a stock, or on different target species of a "mixed stock", are specified and modelled.
