This open access edited book connects two strands of federal studies, fiscal federalism, and diversity accommodation, to answer two closely interrelated questions. The first of these is to what extent has the need to accommodate diversities determined financial relations and their evolution? The authors answer this question by conducting a thorough investigation of the types of diversity that drive such evolution. The second question is does fiscal federalism have a broadly positive or negative impact on the accommodation of diversities, by producing institutional solutions that either integrate a federal system or pull it apart? Through contributions from experts in law, economics, and political science, the book uses a series of case studies to establish a theoretical framework for exploring the relationship between fiscal federalism and diversity accommodation. The authors lay the groundwork for a comparative study of this relationship in multilevel states.

Substate nationalism is often studied as a question of political identity and cultural recognition. The same applies to the study of multinational federalism – it is mainly conceived as a tool for the accommodation of minority cultures and identities. Few works in political philosophy and political science pay attention to the fiscal and redistributive dimensions of substate nationalism and multinational federalism. Yet nationalist movements in Western countries make crucial claims about fiscal autonomy and the fair distribution of resources between national groups within the same state. In recent years, Scottish nationalists have demanded greater tax autonomy, Catalan and Flemish nationalists have viewed themselves as unfairly disadvantaged by centralized fiscal arrangements, and equalization payments and social transfers in Canada have exacerbated tensions within the federation. Looking at the growing use of federalism and decentralization as tools of conflict resolution, this book provides evidence from several case studies on the opportunities and challenges that territorial solutions offer when addressing internal conflicts within a variety of countries. Federalism has been used as a tool of conflict resolution in a number of conflict situations around the world. The results of this have been mixed at best, with some countries moving slowly to the paths of peace and recovery, while others have returned to violence. This volume looks at a number of case studies in which federalism and decentralization have been promoted in order to bring opposing groups together and protect the territorial integrity of different countries. Yet, it is demonstrated that this has been incredibly difficult, and often overshadowed by wider concerns on secession, de and re-centralization and geopolitics and geoeconomics. While federalism and decentralization might hold the key to keeping war-torn countries together and bringing hostile groups to the negotiation table, we nevertheless need to rethink under which conditions territorial autonomy can help to transform conflict and when it might contribute to an increase in conflict and violence. Federalism alone, so the key message from all contributions, cannot be enough to bring peace – yet, without territorial solutions to ongoing violence, it is also unlikely that peace will be achieved. The chapters in this book were originally published as a special issue of Ethnopolitics.
