Historically, the relationship between towns and surrounding farm families has ranged from suspicion to benign neglect. This book shows that rural America can be revived by uniting the interests of both farm and non-farm populations through value-added enterprises, especially those based on the principles of New Generation Cooperatives (NGCs). Instead of sending agricultural commodities out of the region to be processed, farmers and communities can collaborate to process the commodities locally, thereby adding value to the local rural economy. In this edited volume, nationally recognized scholars discuss the on-going challenges to the agricultural sector such as declining farm subsidies and commodity prices, and the strategies used by rural communities to respond to economic decline. Specific attention is paid to the role of NGCs as a specific form of value-added agriculture which has helped some rural communities to prosper. The NGCs, however, extend well beyond traditional agriculture to include grocery stores, day care centers, and other businesses that have not always been profitable in small towns. The broader objective of the book is to show how increased collaboration among farm producers, small businesses, and community leaders can promote economic development in rural regions.

Beginning with Volume 13, the printing and dissemination phases of the ac tivity were transferred to University Microfilms/Xerox of Ann Arbor, Michigan, with the thought that such an arrangement would be more beneficia! to the academic and general scientific and technical community. After fi ve years of this joint undertaking we had concluded that it was in the interest of ali concerned if the printing and distribution of the volume were handled by an international publishing house to assure improved service and broader dissemination. Hence, starting with Volume 18, Masters Theses in the Pure and App/ied Sciences has been disseminated on a worldwide basis by Plenum Publishing Corporation of New York, and in the same year the coverage was broadened to include Canadian universities. Ali back issues can also be ordered from Plenum. We have reported in Volume 21 (thesis year 1976) a total of 10,586 theses titles from 25 Canadian and 219 United States universities. The present scientific and technical revolution has brought science into the range of the most effective forces of production. The formula "science= production force" applies also to the social sciences whose explorations of human relationships and drives have reached previously unsuspected depths. Objectives, such as higher living standards and full employment, economic growth and stability, social equity and security, have both called for and provided a basis for the exploitation of possibilities offered by the natural and technical sciences. In today's agriculture, age-old traditions are in the process of disintegra tion, but the heredity of a century (or that of even a millennium as in Hungary) does not get dissolved without defending itself. Technical progress and social restratification, the emergence of new scales of values and preferences, the adjustment of the rural communities to their new tasks and conditions - all these have transformed farm operations and farming techniques. But agriculture, even under its revolutionized surface, still hides deep, almost untouched layers. If economists and agriculturalists are perplexed by the multitude and variety of the visible farm problems, there exist many others about which they can only guess, which they must follow up. In formulating and solving these problems, agricultural economists have professional tasks: (1) facilitating the most efficient use of agricultural resources from the standpoint of the national economy, and (2) helping farmers and farm people to attain their stated, socially feasible objectives.
