The purpose of the Proposed Action is to conduct tests and collect data in support of continuing research, development, and operational missions; operational space track missions; and Strategic Defense Initiative research, development, test, and evaluation activities. Three alternatives are considered in the Environmental Impact Statement (EIS). The No-Action Alternative includes the ongoing activities at USAKA. The Proposed Action includes installation and testing of SDI sensing/tracking equipment and interceptor missile systems. Four construction projects in support of base operators are also included. Finally, the EIS examines a Change of Duration Alternative that implement as the Proposed Action over a longer period of time. The EIS examines the environmental impacts of each alternative. Where impacts were found to be potentially significant, mitigation measures are identified. Key topics addressed by the EIS include land and reef areas, water resources, air quality, noise, biological resources including endangered species, cultural resources, socioeconomics, transportation, utilities, electromagnetic radiation from radars, and range safety.
