The staff of the Federal Energy Regulatory Commission (FERC or Commission) has preparedthis final Environmental Impact Statement (EIS) to fulfill requirements of the National EnvironmentalPolicy Act of 1969 (NEPA) and the Commissions implementing regulations under Title 18 of the Codeof Federal Regulations Part 380 (18 CFR 380). On June 8, 2015, Columbia Gas Transmission, LLC(Columbia Gas), filed an application with the FERC under Section 7(b) and 7(c) of the Natural Gas Act(NGA) and Part 157 of the Commissions regulations to construct, operate, and abandon certain interstatenatural gas pipeline facilities in Ohio, Pennsylvania, and West Virginia. On July 29, 2015, ColumbiaGulf Transmission, LLC (Columbia Gulf) filed an application with FERC under section 7(c) of the NGAand part 157 of the Commissions regulations to construct, operate, and maintain certain interstate relatednatural gas pipeline facilities in Kentucky. Columbia Gas and Columbia Gulf are seeking Certificates ofPublic Convenience and Necessity (Certificate), and were assigned Docket Nos. CP15-514-000 andCP15-539-000 for their applications, respectively.The FERC is the federal agency responsible for authorizing interstate natural gas transmissionfacilities under the NGA and is the lead federal agency for preparation of this EIS in compliance with therequirements of NEPA. The U.S. Environmental Protection Agency (EPA), the U.S. Army Corps ofEngineers (COE), the U.S. Fish and Wildlife Service (FWS), the Ohio Environmental Protection Agency(OEPA), the Pennsylvania Department of Environmental Protection (PADEP), the PennsylvaniaDepartment of Conservation and Natural Resources (PADCNR), the West Virginia Department ofEnvironmental Protection (WVDEP), the West Virginia Division of Natural Resources (WVDNR), andthe Kentucky Department for Environmental Protection (KYDEP) participated as cooperating agencies inpreparation of the EIS. A cooperating agency has jurisdiction by law or has special expertise with respectto environmental resource issues associated with a project.
