It is thirteen years since the Railways Act 1993 started the process of privatising British Rail, replacing it with one company owning and managing the infrastructure, an open-access system for freight services and a series of twenty-five passenger franchises let to private companies for a specified period of time. This period has seen almost continuous change, and there is now a new 'triumvirate' framework with the Department for Transport, the Office of Rail Regulation and Network Rail in place, with the third generation of franchises in the process of being let and the number being reduced to nineteen. The Committee's report examines the current franchising system, focusing on the coherence of its objectives, the effectiveness of the process for awarding franchises and the management of franchise agreements, and whether more competition and vertical integration is needed. Findings include that the current system represents a policy muddle which lacks a coherent framework for the development of good services and delivery of value for money for passengers and taxpayers. The only way the Government can increase capacity and improve services for the long-term is to drop the dogmatic pursuit of competition in its decision-making as to what the private and public sectors can and should do in future. The Government's forthcoming long-term strategy for the railways will need to address these issues, and to set out a structure and a strategy capable of securing quality passenger rail services to meet demand over the next half a century.

The long term option in investing in high speed rail would transform and allow Britain to compete globally and for national economic prosperity. Such investment in faster and more convenient journeys between the major cities and international networks will achieve two objectives; supporting companies and wealth creators and also better connect communities. Further upgrades of existing lines can provide additional capacity but growth in demand looks set to outstrip the pace of this and is seen as a short term approach unable to meet long term challenges. The choice is not between building new lines or not but what type of new line to build and new lines only built to enable conventional speeds would certainly fail to reap the economic rewards offered by high speed. HS2 is also about enough capacity for passengers - those on crowded inter city trains will increasingly be forced to stand for long periods and for commuters who eventually will be unable to get on their trains at peak times. There are further benefits of increasing rail freight, getting lorries off roads and saving carbon. The Government is also committed to developing a national high speed rail network with the lowest feasible impacts on local communities and the natural environment. In response to the consultation process there have been changes - additional tunnelling and alignment of the route in a number of places. The Government wishes to see further engagement with local people as the project progresses and as further environmental assessment is undertaken. The Government wants to reassure people that the project is both affordable and can be delivered to time and budget

In its October 2013 Final Determination, the Rail Regulator ORR set out Network Rail's funding the outputs expected of it for the five years between 2014-19, 'Control Period 5' (CP5). The Determination included a planned £11.5bn for infrastructure upgrades in England and Wales, known as 'enhancements'. The enhancements planned were intended to deliver the Government's strategic objectives for the railway. They included: ongoing funding of the Thameslink and Crossrail programmes; a significant volume of electrification including the infrastructure necessary for the Intercity Express Project fleet; investment in capacity, particularly in the North of England; and over £1.2bn allocated to ring fenced funds such as the East Coast Connectivity Fund and the Passenger Journey Improvement Fund. On June 25 2015 it was announced that aspects of the enhancements were costing more and taking longer to deliver. Sir Peter Hendy was appointed as new chairmen of Network Rail. This report was commissioned to consider lessons learned and practical steps that might be taken to ensure more effective future planning. It was concluded that there is no overarching cause for the cost escalation and delays. Instead a number of issues were highlighted: Planning processes formerly successful were inadequate in the face of the scale and complexity of the programme; definition of organisational responsibilities were unclear; poor scope definition of the complex schemes; issues of effective internal programme and portfolio management with obscured lines of accountability and delivery; and with regard to delivery, early costing errors, unanticipated interdependencies, lower than expected productivity and the failure to ensure agreed front end scope definition.
