So far as these acts of interference implied an extension of the functions of Royalty, the subject belongs properly to the consideration of the general topic of the Royal prerogative and of the recent controversies relating to it, which will be discussed in the next section. So far as these acts point to a novel claim generally to interpose in administrative action, put forward, whether in theory or practice, by the Prince Consort, as occupying a position distinct from that of the mere agent or confidential representative of the Crown, it needs only to recall some of the circumstances of these acts of intervention to demonstrate how far they are incompatible with the structure and working of the English Constitution in its historic and legal form. ' The political inconvenience resulting from any appearance of concern on the part of a Prince Consort in the result of a party conflict in the Houses of Parliament, as well as the harassing position in which he may be placed by any exhibition of such sympathy, may be understood from what took place when the Prince Consort appeared in the House of Commons on the 27th of January, 1846, while Sir Robert Peel was developing, in a series of resolutions, his scheme of financial policy, which included a total abolition of the Corn Laws at the end of three years. There is a great difficulty in the way of a writer who attempts to sketch a living Constitution-a Constitution that is in actual work and power. The difficulty is that the object is in constant change. An historical writer does not feel this difficulty: he deals only with the past; he can say definitely, the Constitution worked in such and such a manner in the year at which he begins, and in a manner in such and such respects different in the year at which he ends; he begins with a definite point of time and ends with one also. But a contemporary writer who tries to paint what is before him is puzzled and a perplexed: what he sees is changing daily. He must paint it as it stood at some one time, or else he will be putting side by side in his representations things which never were contemporaneous in reality.
