This report describes the design of an asphalt mix containing up to 3.0% closed cell waste rubber and a field installation of the mix. The Marshall design procedure was used to determine the asphalt content for the mix containing 3.0% rubber as well as that of a control mix which did not contain rubber. In the field installation, 211 tons of mix containing 1.5% or 3.0% rubber were laid on Route 460 in Bedford County. The only problem encountered was that the breakdown roller tended to pick up the mix until the temperature decreased to 225°F. Results of Marshall tests made on samples taken from the field mix are presented in the report.

Documents the construction and performance of the research study which was initiated to address section 1038(d) of the 1991 Intermodal Surface Transportation Efficiency Act (ISTEA). The project selected to demonstrate the crumb rubber process was located on Platt Canyon (SH 75) from Bowles to C470 in the Denver metropolitan area. The project was a low volume roadway and quantities of crumb rubber introduced into the mix were minimal. This was to reduce risk in terms of premature failure and Colorado's limited experience with crumb rubber. Because of this limited experience, the "dry" process was selected. The project contained four different mix designs. A mix containing 1% [20 lb/ton (10 kg/Mg)] crumb rubber, a mix containing 1 lb/ton (0.5 kg/Mg), a mix containing 3 lb/ton (1.5 kg/Mg) and a mix which contained no rubber were placed on the project.

Four test sections using asphalt rubber hot mix were placed in Virginia during the period of 1990 through 1993. The purpose of these installations was to familiarize both contractors and Virginia Department of Transportation (VDOT) personnel with the construction process and compare the performance of different types of mixes containing ground tire rubber. The MacDonald and Rouse processes, both wet processes, were used successfully. Densegraded surface mixes, a gap-graded surface mix, and a base mix were manufactured. A stress absorbing membrane interlayer was also used on one project in an attempt to deter or eliminate a variety of types of cracking. The asphalt rubber mixes have performed as well as the conventional mixes over the short term. More evaluation time is needed to determine if the long-term performance of the asphalt rubber mixes is superior to that of the conventional mixes. The cost of the asphalt rubber mixes was 64 to 102 percent more than that of the conventional mixes; however, this cost would probably decrease if substantial quantities were placed. VDOT has the necessary experience to contract placement of asphalt rubber mixes if the suspended ISTEA mandate is effected.
