The past three decades have presented the emergency management community with significant challenges and conditions that have necessitated reevaluation of strategic and operational approaches to delivering emergency management services. To address those challenges, FEMA recognizes that the emergency management community must operate as a team, which underscores the Agency's mission: to support our citizens and first responders to ensure that as a Nation we work together to build, sustain, and improve our capability to prepare for, protect against, respond to, recover from, and mitigate all hazards.
