And be it further enacted, That as soon as the aforesaid sum of forty thousand dollars be subscribed, the said commissioners, or any five of them shall call a meet ing of the stockholders at the city of Washington, by advertisement in one of the news pers printed in Wash ington, Georgetown, and Alexan ria, appointing a fit and convenient time and lace of mestin and the said stock holders shall proc in person, or y proxy, to the elec tion, by ballot, of a president and six directors for con ducting the said undertaking, and managing the business of the com ny, for and during the term of one year from the time 0 their appointment.
