[...] Les risques de réduction de l'investissement en capital humain de la génération actuelle d'étudiants sont donc importants et des interventions gouvernementales immédiates sont requises pour atténuer les effets négatifs de la pandémie. [...] La pandémie et le confinement ont créé un risque de perte de capital humain considérable dû à une entrée retardée sur le marché du travail, à une interruption de leur processus d'acquisition d'expérience et à une obsolescence de l'expertise acquise au moment des études et qui se perd, lorsque non utilisée.
