In 1988, 1991, 1993, 1995, and 2005, an independent Defense Base Closure and Realignment (BRAC) Commission was authorized by law to recommend the disposal of unneeded defense facilities throughout the United States. Recently, the Department of Defense (DOD) formally asked Congress to provide it with statutory authority to conduct another round of base closures and realignments in 2015. Under the terms of the statutes which authorized these previous BRAC rounds, as well as under the new authority requested by the DOD for 2015, the BRAC Commission's recommendations automatically take effect unless, within a stated period after the recommendations are approved by the President and submitted to the House and Senate, a joint resolution of disapproval is enacted rejecting them in their entirety. Congressional consideration of this disapproval resolution is not governed by the standing rules of the House and Senate, but by special expedited or "fast track" parliamentary procedures laid out in statute. This report describes these expedited parliamentary procedures and explains how they differ from the regular legislative processes of Congress.

This is a supplement to GAO's 1995 report on military base closures and realignments (GAO/NSIAD-95-133). Many interested parties, including Members of Congress, sent GAO correspondence on base closures. In some instances, the letters and the material provided useful leads. In other cases, the material added support to issues that GAO was actively pursuing. GAO could not follow up on many of the points raised because of the limited time available to GAO. However, GAO believes that the letters and the materials may be helpful to the Base Closure and Realignment Commission in making future decisions. Consequently, GAO is providing all the letters and the materials to the Commission. This supplement contains copies of the letters and some of the materials.

Since 1988, DOD has relied on the BRAC process as an important means of reducing excess infrastructure and realigning bases to meet changing force structure needs. The 2005 BRAC round was the fifth round of base closures and realignments undertaken by DOD since 1988, and it was the biggest, most complex, and costliest BRAC round ever. The 2005 BRAC process generally followed the legislative framework of previous BRAC rounds, providing for an independent Defense Base Closure and Realignment Commission to review the Secretary of Defense's closure and realignment recommendations, which were produced through the BRAC processes.

The Defense Secretary's Commission on Base Realignment and Closure was chartered on May 3, 1988 to recommend military installations within the United States, its commonwealths, territories, and possessions for realignment and closure. The Congress and the President subsequently endorsed this approach through legislation that removed some of the previous impediments to successful base-closure actions. This Commission's recommendations for closure and realignment affect 145 installations. Of this number, 86 are to be closed fully, five are to be closed in part, and 54 will experience a change, either an increase or a decrease, as units and activities are relocated. The Commission also makes several additional recommendations that address potential problems in implementing the Commission's closure and realignment recommendations and certain other matters that the Commission has discovered during its review of the military base structure.
