Since the establishment of the WTO, there have been significant changes in the legal and institutional landscape of many developing countries. Whatever the motivation for trade-related legal reform, our experience in the FAO Legal Office has been that besides the substantial costs involved, there are many challenges to successful and meaningful legal and institutional reforms. Legal drafters must therefore be well aware of the existing legal and administrative culture. They must also have a realistic appreciation of the resource constraints in the country, for inadequate resources certainly restrict the ability of implementing bodies to put new rules into practice. This study is about the nature and extent of these trade-related legal and institutional reforms with a particular focus on those of direct relevance to the agricultural sector. In addition to the sectoral focus on agriculture, the study places distinct emphasis on the challenges of developing countries in the implementation of trade-related international obligations in the agricultural sector. It derives from FAO's experience in advising countries on the implementation of agriculture-related WTO agreements, key elements of which are discussed and illustrated by three representative case studies.

Most scholars attribute systemic causes of food insecurity to poverty, human overpopulation, lack of farmland, and expansion of biofuel programs. However, as Chen argues here, another significant factor has been overlooked. The current food insecurity is not absolute food shortage, since global food production still exceeds the need of the entire world population, but a problem of how to secure access to resources. Distorted agricultural trade undermines world food distribution, and uneven distribution impedes people’s access to food, particularly in poor developing countries. Examining EU and US agricultural policies and World Trade Organization negotiations in agriculture, the author argues how they affect the international agricultural trade, claiming that current food insecurity is the result of inequitable food distribution and trade practices. The international trade regime is advised to reconcile trade rules with the consideration of food security issues. The Million Farmers School (MFS) is an innovative extension program initiated by the Department of Agriculture in the state of Uttar Pradesh, India, in 2017. Twice in a year, the department deploys its entire extension machinery to organize nearly 15,000 training programs for about a million farmers across all districts of the state. Unlike traditional extension services, MFS integrates various facets of agricultural knowledge into a packaged product and delivers through village-level trainings where printed material on the topics of training are also distributed among participants. This study presents early findings of a process evaluation, involving assessments of program design, implementation strategies, and estimation of benefits from program participation. In addition to consultation with public officials and community organizations, a state-level representative survey was conducted on a sample of both participating and non-participating households. The early results based on matching and instrumental variable methods—suggest that knowledge outcomes are significantly better among participants vis-à-vis non-participants. The results are robust to different model specifications. The study also qualitatively assesses various aspects of the program’s design and implementation, highlighting the constraints and challenges it faces and offers implementation advice for greater efficacy in its future course.
