Selling Paris chronicles the people, practices, and politics that spurred the largest building boom of the nineteenth century, turning city-making into big business in the French capital. Real estate agents and their innovative advertising strategies fed these new residential spaces into a burgeoning marketplace. "Property rights" and "Russia" do not usually belong in the same sentence. Rather, our general image of the nation is of insecurity of private ownership and defenselessness in the face of the state. Many scholars have attributed Russia's long-term development problems to a failure to advance property rights for the modern age and blamed Russian intellectuals for their indifference to the issues of ownership. A Public Empire refutes this widely shared conventional wisdom and analyzes the emergence of Russian property regimes from the time of Catherine the Great through World War I and the revolutions of 1917. Most importantly, A Public Empire shows the emergence of the new practices of owning "public things" in imperial Russia and the attempts of Russian intellectuals to reconcile the security of property with the ideals of the common good. The book analyzes how the belief that certain objects—rivers, forests, minerals, historical monuments, icons, and Russian literary classics—should accede to some kind of public status developed in Russia in the mid-nineteenth century. Professional experts and liberal politicians advocated for a property reform that aimed at exempting public things from private ownership, while the tsars and the imperial government employed the rhetoric of protecting the sanctity of private property and resisted attempts at its limitation. Exploring the Russian ways of thinking about property, A Public Empire looks at problems of state reform and the formation of civil society, which, as the book argues, should be rethought as a process of constructing "the public" through the reform of property rights.

This book explores, through the example of environmental regulation, the law applicable to this controversial topic. Street trade is a critical and highly visible component of the informal economy, linked to global systems of exchange. Yet policy responses are dismissive and evictions commonplace. Despite being progressively marginalised from public space, street traders in the global south are engaged in spatial and political battlegrounds to reclaim space, and claim de facto property rights over their place of work, through quiet infiltration, union power, or direct action. This book explores 'rebel streets', the challenges faced by informal economy actors and how organised groups are seeking to reframe legal understandings to create new claims to space and urban rights. The book sets out new thinking and a conceptual framework for improved understanding of the plural relationship between law, rights, and space for the informal economy, the contest between traditional, modernist and rights-based approaches to development, and impacts on the urban working poor. With a focus on street trading, the book seeks to reframe the legal context in which modern informal economies operate, drawing on key areas of academic inquiry and case studies of how vendors are staking claim to urban rights. The book argues for a reconceptualisation of legal instruments to provide a rights-based framework for urban work that recognises the legitimacy of urban informal economies, the scope for collective management of urban resources, and the social value of public space as a site for urban livelihoods. The Ghent congress on town planning was the first genuinely international conference to address all aspects of civic life and design. Attended by representatives of 22 governments and 150 cities, as well as by hundreds of architects, planners, politicians, and scientists, it marked the culmination of a series of events which helped to form the world of town planning at the start of the twentieth century. Ghent illustrates three key themes for the history of town planning. First, the transactions of the congress include papers from some of the most significant theorists and practitioners of the period, such as Patrick Abercrombie, Augustin Rey, Raymond Unwin, and Joseph Stübben. Secondly, the congress as a whole reflects just how global the business of town planning had become by 1913: papers and exhibits included studies of colonial projects as well as European designs. The delegates themselves provide wonderful evidence of a transnational process at work. Finally, the text brilliantly illuminates the way in which town planning was critically linked to other reformist movements of the era. The whole event, like the International Union of Cities that it spawned, was the product of the peace movement. Even as war draw nearer, the International Union was being spoken of as a future world government. Significantly, one of the organisers of the event – Henri La Fontaine - won the Nobel Peace Prize in 1913. The Premier Congrès international et exposition comparée des villes is a major publication, but it is one that is now almost impossible to obtain. This republication, a century after this seminal event, will be considerable interest not only to those who work on town-planning, but also transnational historians and writers on the peace movement more generally.
