This monograph focuses on early forms of preschool care and education, the professions and children in the 1920s and 1930s, the federal role in a series of crisis interventions, and social and intellectual changes affecting early education in the 1960s and 1970s. The rise of a two-tier system for care and education of the preschool child is addressed first. On one hand, a nursery school and kindergarten system for middle-income children developed into one whose primary focus was to supplement enrichment available at home. These nursery schools and kindergartens were held together as a system by their aim of educating and socializing the growing child. On the other hand, a childminding or day care system for low-income children developed in response to the necessity of maternal employment outside the home. The report examines consequences of the stratified system of preschool care and education for poor children and their families. The most important of these was the stigmatization of child care as a function of social welfare. It is concluded that various "suitable home" eligibility requirements established for applicants of social welfare benefits have caused minorities (especially blacks) to be consistently excluded from the system. My cycle of life began January 12, 1945, seven months before the end of WWII, in Emlenton, Pennsylvania, a borough of some 800 souls, where generations of my father's family had lived and died. Emlenton, which lies partially isolated in the hills of northwestern Pennsylvania, offered few outside distractions, so we relied heavily on our imaginations and the natural resources that surrounded us. The swimming holes along Richey Run Creek, the Indian cave below the town cemetery, and long hikes along the railroad tracks that followed alongside the majestic Allegheny River offered plenty of adventure and diversion. Our lives revolved around paper routes, baseball, pin ball machines, hotdogs, French fries, 5&10 stores, dances, and dating. The freezing cold winters involved basketball, deer hunting and fur trapping. A youthful fertile mind, interested in science, led to rocketry, homemade motors, crystal radios, moonshine, and motor scooters that provided a lifetime of memories. The stories shared are sometimes funny, poignant, and often laced with mischief. Emlenton seemed to be magical, and those times now seem idyllic. This is where I grew up, and this book is about the time, the place, the people, and the events that formed my coming of age in the 1950s.

This innovative study examines the development of institutional childcare from 1878 to 1929, based on a comparison of two "sister" orphanages in Pittsburgh: the all-white United Presbyterian Orphan's Home and the all-black Home for Colored Children. Drawing on quantitative analysis of the records of more than 1,500 children living at the two orphanages, as well as census data, city logs, and contemporary social science surveys, this study raises new questions about the role of childcare in constructing and perpetrating social inequality in the United States.
