Since 2010, the ECE has been undertaking demand-driven national studies of regulatory and procedural barriers to trade, with a view to: helping countries achieve greater regional and global economic integration; informing donors as to where assistance might be required; and supporting policy discussions within the Steering Committee on Trade Capacity and Standards (previously, the Committee on Trade) and its subsidiary bodies on where additional work is required. Brussels's idea of a "wider Europe" implies that Europeanisation is not limited to EU member states. The EU can, so it claims, also exert impact beyond its borders. One of the channels of external EU influence is cooperation between Europarties and parties outside the Union. Through mutual visits and joint activities, non-EU parties become internationally socialised, i.e., are exposed to the Europarties' norms as well as values, and experience the rules as well as practices that shape European party-building. What are the incentives for Europarties and non-EU parties to cooperate with each other? What kind of, and how much, impact did cooperation have on party development in post-Soviet Georgia, Moldova, and Ukraine? Based on eighty interviews with party officials, international donors and academics, Maria Shagina outlines the set of motivations that trigger cooperation between Europarties and non-EU parties, analyses the impact of cooperation on party ideology, organisational structure, and inter-party behaviour in Georgia, Moldova, and Ukraine, and explores the implications of this cooperation on the standardisation, consolidation, and democratisation of the non-EU party systems. Her findings shed light on how prestige and domestic factors impede the penetration of EU norms and values in the non-EU party structures, and point to the failures of Europarties to adequately address problems of party-development in Eastern Europe. The book reveals the ways in which cooperation with Europarties has paradoxically contributed to the ossification of the status quo and impaired the development as well as the consolidation of democracy in the three Eastern Partnership states.

Many observers consider Georgia to be one of the most democratic states in the post-Soviet region, even as the country faces ongoing governance challenges. The center-left Georgian Dream-Democratic Georgia party (GD) holds a dominant political position, with about 70% of seats in parliament. Georgia has advanced its gender equality agenda but progress is still needed to achieve some key gender equality outcomes. Georgia continues to fare poorly on key global indicators of economic status and political voice. Violence against women also remains a pervasive issue in the country, affecting one in seven women. Some gender-responsive practices were identified, but significant gaps and missed opportunities for women's empowerment and inclusion were also identified. Recommendations include the need for capacity-building on gender mainstreaming, increased human and financial resources, and an improved evidence base.

The evaluation of the effects of laws is a relatively recent development in Europe. Its growing importance is related to changes in the form of legislation, which is often targeted to achieve certain goals. In these circumstances, the proper application of legal norms alone is no longer sufficient, it is also necessary to verify whether the goals pursued are actually attained. Evaluation of legislation therefore means the assessment of the foreseeable or actual impact of laws to clarify the extent to which the actual impact is consistent with the stated objectives, to identify undesirable effects and to assess the coherency of the means used to attain the objectives. This publication reflects the contribution of the Council of Europe to two bilateral seminars organised with the authorities of Georgia (October 2000) and Ukraine (March 2001).
