As part of a study sponsored by the Federal Highway Administration, load transfer efficiencies (LTEs) were calculated for all the test points of each section of the LTPP GPS 3, 4, and 5 experiments. From statistical analysis, it was found that the doweled joints have significantly higher LTEs than the non-doweled joints. Voids at the slab joints and corners were computed by examining the deflection data of the joint and corner tests at different load levels. The loss of support was then expressed as the percentage of joints or slab corners with voids for each LTPP concrete pavement test section. By examining the ratio of the maximum deflection at the mid-slab test location versus the edge locations, the concrete shoulders were found to provide significantly greater edge support than asphalt shoulders based on a one-tailed Student t-test.

Good materials and construction practices are vital to producing high quality and long lasting pavements. Quality control and assurance techniques can provide the owner of the roadway the means to ensure that these desired ends are achieved. The objective of this research study is to determine whether the Falling Weight Deflectometer (FWD) can effectively be used to assist in the QC/QA process during pavement construction. The Long Term Pavement Performance (LTPP) study provided the data needed to accomplish this research. LTPP began, in about 1988, as the Strategic Highway Research Program (SHRP), and it included a subset of newly constructed or rehabilitated pavements called the Specific Pavement Studies (SPS). Some of these were targeted at pavement maintenance and rehabilitation, while others were for new construction. New construction was subdivided into three LTPP experiments, one for asphalt concrete (AC) surfaced pavements (SPS-1), one for Portland Cement Concrete (PCC) surfaced pavements (SPS-2), and one for both AC and PCC pavements under the influence of light traffic loads (SPS-8). In each case, several thickness and material designs were developed in an experimental design matrix. These SPS experimental design matrices were constructed under a variety of climatic conditions and material sources in several states. During construction of the SPS-1, -2 and -8 projects, a large number of field and laboratory tests were performed on each structural layer. These tests included densities, moisture contents, layer thickness measurements and others, along with FWD tests conducted at each layer interface. This report shows that the FWD data is of reasonable quality and certainly of sufficient quantity to carry out the research. The traditional test results, although not as extensive as FWD data, were also reasonable and appeared to cover most of the wide variety of pavement designs and construction locations represented by the LTPP/SPS database. Sixteen SPS-1, SPS-2 and SPS-8 test sites (each site represents between 2 and 12 test sections) were utilized for analyses during this research project. These sites represent a wide variety of materials, climates, and construction dates.

Results from a field forensic investigation conducted using a falling weight deflectometer (FWD) and visual observations on a jointed concrete pavement that showed premature distresses are presented in this article. At the time of testing, the pavement was six years old and was supported on a crushed limestone granular base underlain by cohesive natural or fill subgrade. The primary objective of the field investigation was to assess whether the foundation support conditions contributed to the distresses observed. FWD tests were conducted on 140 panels over an 830-m-long section of which 25 panels showed distress. The FWD deflection basin data was used to calculate several index parameters, which showed statistically significant differences between the cracked and the uncracked slabs, which suggests that the foundation layer properties were comparatively weaker under the cracked slabs. Visual observations showed that some of the distresses were related to potential lateral movement of the slopes next to the pavement.

As part of the condition monitoring of the LTPP test sections, joint and crack faulting data are being collected on a regular basis at each jointed concrete pavement test site. The LTPP faulting data are collected using the Georgia Faultmeter. Data are collected at joints and cracks along the wheelpath and along the outside pavement edge. As part of the study reported here, the quality of the faulting data was evaluated, and missing and questionable data were identified. The data were then used to develop faulting data indices (average joint faulting for each visit) and related statistical parameters. Also, data analysis was carried out to determine the usefulness ofjoint faulting and related data in identifying factors that affect joint faulting. The analysis indicated that doweled joints exhibit very little faulting even after many years of service and that the effect of design features such as drainage, tied-concrete shoulder use, and joint spacing is not as significant when doweled joints are used. For non-doweled jointed plain concrete (JPC) pavements, the following design features were found to significantly reduce faulting: use of widened lanes, effective drainage system, stabilized base/subbase, and shorter joint spacing. Effect of faulting on ride quality was also investigated using jointed plain concrete pavements (JPCP) sections with three or more faulting and International Roughness Index (IRI) surveys. A strong correlation was found between rate of change in faulting values versus rate of change in IRI values for JPCP sections. This was followed by an extensive testing program using the FWD to evaluate concrete pavements in Illinois. Test results were evaluated and procedures developed for testing and evaluation of jointed and continuously reinforced concrete pavements. Results show that some causes of incipient distresses can be detected using the FWD device including subgrade strength, loss of load transfer and development of voids. Recommendations for rehabilitations are presented in the final report.

A dynamic finite element program, incorporating a stress-dependent soil model, was developed to generate the synthetic deflection database. Based on this synthetic database, the relationships between surface deflections and critical pavement responses, such as stresses and strains in each individual layer, have been established. In this study a procedure has been developed to evaluate the structural condition of pavements using Road Rater deflection measurements. These procedures compare actual field deflections with deflections calculated by the Chevron N-Layer linear elastic computer program. The results obtained from these procedures are the layer moduli of the pavement materials. Procedures have been developed for asphaltic concrete pavements and composite pavements, including broken and non-broken concrete layers. This report also contains a comparison of structural overlay determined using the results of the new procedure, with overlays calculated using results from the 2-3 Projected procedure currently used by the Pavement Management branch of the Kentucky Transportation Cabinet. A users manual from the computer programs developed during this study is included in the appendix of the report.
