This report describes the construction and evaluation of a stress-absorbing membrane (SAM) using a liquid asphalt binder containing ground tire rubber. Approximately 10 lane-km of SAM and 4 lane-km of control surface treatment for comparison were constructed in 1992. There was excessive loss of coarse aggregate under traffic on the SAM section, resulting in broken windshields. Although aggregate loss was significant, friction values were generally satisfactory. SAM was effective in keeping cracks of the underlying surface sealed. Because it appears difficult to determine and use the proper amount of binder to prevent aggregate loss and bleeding, the authors recommend that SAMs not be pursued further as a method of surface treatment in Virginia.

This report documents the investigation of asphalt-rubber mixtures for use as stress-absorbing membrane interlayers (SAMIs) for airfield pavements. The project was initiated in 1977 as a state-of-the-art review (Reference 1). That study concluded that use of SAMIs was promising for improving the performance of asphalt-concrete overlays on airfield pavements. A following study addressed material characterization and development of a proposed construction specification (Reference 2). This report covers follow-on monitoring of the performance of an experimental pavement project at Kirtland AFB, Apron A; construction and performance monitoring of two trial sections located at Williams AFB and Coolidge Field in Arizona; and the design and construction of a field experiment at Peterson AFB, Colorado. Based on the results obtained to date, the performance observed cannot be related in a meaningful way to the material characteristics. This results from the small time elapsed since construction of the pavements under observation. Based on experience, a revised proposed construction specification is included in the current report. Continued performance monitoring is recommended in order to obtain the benefit from the investment made in the initial construction documentation. The design and construction of airfield pavements have not been developed sufficiently to provide pavements that will not crack. Cracking is a response to traffic and environmental conditions or to the construction material. For many years, rubber in several different forms has been added to asphalt with limited success in reducing pavement cracking. This report reviews the efforts to control cracking by incorporating rubber and asphalt for application as membrane interlayers, surface seal coats, crack fillers, and joint sealers. The extensive literature review indicates that conflicting conclusions have been reached regarding varied applications of the asphalt-rubber material. Of the asphalt-rubber products available, those with high percentages of rubber (20 to 30 percent by weight) appear to be the most promising for airfield pavements, although the effectiveness of asphalt-rubber in controlling or reducing pavement cracking has not been conclusively demonstrated. No superiority of one asphalt-rubber product was indicated in the literature. Because of the danger of loose aggregate chips, the literature indicates that chip seal applications should not be used on facilities where loose chips could be a problem. Therefore, the membrane interlayer is the only application of asphalt-rubber that should be considered for military runways at this time.
