This research brief examines the challenges and opportunities presented in evaluating whether an intervention achieves defined goals of increasing students' educational attainment, employment, and earnings after high school. The report concludes that evaluations should: (1) Distinguish between gross outcomes (such as how many young people attend college after high school) and net impacts (the extent to which these outcomes were caused by the policy or practice being studied, rather than by other factors;(2) Explore whether policies and practices have different net impacts for certain subgroups within the high school population; (3) Test policies and practices on a large scale and in a variety of real-world settings; (4) Include analyses of program implementation and cost; and (5) Acknowledge that certain policies and practices can make a significant difference for at-risk students even when the outcomes for these students do not appear favorable in an absolute sense. The report recommends that policymakers, administrators, and researchers work together to determine which interventions are most effective in preparing students for post-high school transitions. Expanded use of random assignment studies should continue, along with efforts to strengthen alternative, quasi-experimental methodologies. Net impact studies should be conducted at scale in real-world settings and be accompanied by analyses of program implementation and costs. These approaches will provide a better understanding of the prospects for widespread replication of successful efforts. Although acknowledging the challenge of conducting such evaluations, the author advocates that it can also improve high school accountability. (Contains 4 endnotes.).

In 2007, the Basic Skills Initiative (BSI) was launched in California's 109 (now 110) community colleges. This initiative responds to an increasing awareness that state policies favoring "open access" also result in the enrollment of large numbers of students who are underprepared to succeed in college-level work. Identified as a key focus of the California Community College System Strategic Plan, the effort to systematically improve students' basic skills has subsequently received substantial redirected funding as colleges seek to evaluate their programs and services in alignment with effective practices that are documented and supported by research and published literature (Center for Student Success, 2007). As a follow-up to the initial summary of literature contained in "Basic Skills as a Foundation for Success in California Community Colleges" (Center for Student Success), this report reviews effective practices for the successful transition of students from high school to college entry as documented in research-based literature. A significant body of literature has addressed various aspects of the high school to college transition. Much of the research has centered on defining the barriers or obstacles impeding successful transitions, with corresponding recommendations for strategies for overcoming these obstacles. The effective practices tend to be programmatic as opposed to isolated interventions; therefore, it is difficult to assess the impact of any single aspect within a program. Instead, the research implies that a combination of strategies working together tend to have the greatest impact. Practitioners should view the interventions as "packages" when considering implementation and weighing which strategies are most useful. Appendices include: (1) Examples of Selected Career Academies; (2) Examples of College Transition Programs for Students While Attending High School; and (3) Summer Bridge Programs in Colleges.

The transition between middle and high school is a defining moment for students on whether they drop out of school or progress to graduation. A majority of the students who eventually fail to graduate fall through the cracks during this transition period. This research brief gives several recommendations on how schools and school districts can help students make successful transitions to high school, including: (1) Districts should explicitly target initiatives and interventions at the ninth grade level, addressing both the academic and environmental challenges of transition; (2) Districts need to sustain a system-wide focus on explicit literacy instruction to improve student outcomes in high school; (3) Districts should combine structural changes with meaningful curricular and instructional supports; (4) Although remediation of struggling students can be a useful tool, a challenging academic curriculum may help keep students engaged and yield achievement gains; (5) Districts should develop student-level indicators/tracking systems to help target support and identify at-risk students before they fall too far off track in the transition to high school; and (6) The federal government and private philanthropy should invest in rigorous studies of how to use data and data systems to improve support and instruction, particularly for students making the transition to high school. This case study analyzed the implementation of a cohort-style transition program aimed at improving the transition to high-school for students who have been placed at-risk by creating a learning environment more conducive to meeting each student's individual needs. Research questions focused on understanding the extent to which the cohort structure impacted the learning environment for students who have been placed at-risk, evaluating the program's impact on attendance, behavior, and academic achievement trends, and identifying how participating in an action research team affects the implementation of an intervention. This study employed action research through the facilitation of focus group sessions, examination of Likert-Scale and open-ended survey questions, and analysis of attendance, behavior, and academic achievement trends. Findings indicate the following: a cohort-style transition program might have a positive impact on the academic components of the learning environment but could lead to a higher frequency of non-academic issues; a cohort-style transition program might have a positive impact on academic achievement and attendance for students who have been placed at-risk; and participating in an action research team may allow team members the ability to identify and employ changes during implementation, resulting in a stronger intervention. Future research studies should consider conducting a longitudinal study, replicating this study while incorporating a student feedback component, and integrating more peer support activities.

People who fail to attain a high school education face a multitude of risk factors associated with health, employment, crime, substance abuse, and their personal lives. The Successful Transitions Initiative on Prince Edward Island, a unique program targeting youth at-risk of dropping out of high school, teaches the youth basic skills in hopes of improving their academic outcomes. Skills development programs with similar mandates and curriculum are growing in popularity across Canada. It is important that the impact of these programs be understood to ensure they are affecting the participants positively and to improve program delivery. A case study was completed to understand the impact of the Successful Transitions Initiative. Pre and post-test survey data and post intervention focus group data were analysed to measure the 2017 Successful Transitions Initiative participant-reported outcomes of the program. The participants reported improved communication skills, pride and a sense of accomplishment, higher levels of selfconfidence, self-actualization, internal locus of control, increased school engagement, and newly formed positive relationships. The Successful Transitions Initiative case study also revealed trends that support a relationship between the magnitude and the longevity of the effect. Limitations of this study unearthed recommendations for future research designs and methods.

Ninth grade often is considered a make-or-break year in determining whether students will be successful in high school and beyond. The Texas Education Agency (TEA) created the Texas Ninth Grade Transition and Intervention Program to ease the transition of at-risk students into high school and increase the likelihood that they graduate on time and are prepared for college and careers. Prior to rolling out the program statewide, TEA wanted to understand the effect of the program on student achievement. The comprehensive evaluation conducted by American Institutes for Research (AIR) and its partner Gibson Consulting Group found that the program significantly increased the English and mathematics assessment scores of participating students compared to similar students who did not participate in the program. The results of both the summative evaluation and a formative evaluation regarding program implementation provided the Texas Legislature with nuanced contextual information to understand the impact of the program.
