Rapid advancements in train control and in-cab technologies provide significant opportunities for rail operators to improve efficiency and enhance their operations. New technologies often provide elegant solutions to existing problems or new capabilities for the operator. However, new technologies may also represent a significant form of risk. "The Office of Research, Development, and Technology (RD&T) of the Federal Railroad Administration (FRA) has excelled in engaging, maintaining communication with, and using inputs from a broad range of stakeholder groups. That is among the findings in TRB Special Report 334: Review of the Federal Railroad Administration's Research and Development Program. FRA's RD&T requested this National Academies of Sciences, Engineering, and Medicine review of the products and services that RD&T provides to other divisions of FRA and the railroad industry in accordance with its mission. Specifically, RD&T asked the National Academies' Transportation Research Board (TRB) to convene a committee of experts to review the quality and relevance of RD&T's current and planned research portfolio and to provide advice on strategies to better identify research needs, conduct high-quality research, and ensure that research products contribute to FRA's primary goal of improving railroad safety. In addition to its finding on stakeholder communications, the committee identified the need for a more comprehensive approach to program and project evaluation to assess the ultimate safety impacts of RD&T's work. The FRA oversees the safety of the nation's commuter and intercity passenger railroads, which have carried about 680 million passengers per year, and freight railroad system, which has transported about 1.4 billion tons of freight per year on more than 135,000 miles of track."--

"TRB Special Report 316: Evaluation of the Federal Railroad Administration (FRA) Research and Development Program assesses the effectiveness of FRA's process for identifying research priorities and the usefulness of FRA's Research and Development (R&D) products for improving railroad safety. The study was conducted at the request of FRA. The committee evaluated the performance of four Office of R&D divisions: Track and Structures, Rolling Stock, Train Control and Communications, and Human Factors. The committee also evaluated the R&D support functions of planning, evaluation, and management. Evaluation criteria included the extent to which FRA R&D activities are based on an understanding of industry and FRA needs and priorities; benefit from communication with relevant parties within and beyond FRA; and yield products that are high quality, applicable, and have demonstrable benefits. The committee concluded that the overall productivity of the R&D program appears good and that the program appears well focused on safety. This report develops a methodology for the impact of railroad abandonment on existing highways and bridges and application of the procedure to two case studies in Indiana. The indicated effects are in increased deterioration of some pavements and hence a required additional amount of resurfacing material and in increased emphasis on replacement of inadequate bridges and traffic congestion in some areas. A dollar effect of the additional resurfacing is calculated for the two case studies and emphasizes increased financial needs which railroad abandonment will have on rural highways in Indiana.
