After 9/11, Congress passed the Maritime Transportation Security Act, or MTSA, to address several security vulnerabilities within the Nation's maritime and transportation sectors to prevent acts of terrorism that might impact our Nation. Among the provisions of the bill was a requirement from the Department of Homeland Security to develop a secure biometric access credential for individuals who require unescorted access to secure areas of regulated maritime facilities and vessels. Ports by their very nature may be susceptible to acts of terrorism that could cause loss of life and severe economic disruption. The lack of access control at the Nation's ports was a glaring security vulnerability that MTSA and subsequently the Transportation Worker Identification Credential, TWIC, was intended to fix.

Although most of the attention following the September 11 terrorist attacks focused on airport security, an increasing emphasis has since been placed on ports. Ports are inherently vulnerable to terrorist attacks because of their size, generally open accessibility by water and land, metropolitan area location, the amount of material being transported through ports, and the ready transportation links to many locations within the country's borders. Since September 11, federal, state, and local authorities, and private sector stake holders have addressed vulnerabilities in the security of the nation's ports. The Coast Guard has acted as a focal point for assessing and addressing security concerns, anticipating many of the requirements that Congress and the administration are contemplating or have already put into place. Although the proposal to consolidate the federal agencies responsible for border security may offer some long-term benefits, overcoming three challenges will be key to successfully enhancing security at the nation's ports: standards, funding, and collaboration.

The terrorist attacks of September 11, 2001 heightened awareness about the vulnerability to terrorist attack of all modes of transportation. Port security has emerged as a significant part of the overall debate on U.S. homeland security. The U.S. maritime system consists of more than 300 sea and river ports with more than 3,700 cargo and passenger terminals. However, a large fraction of maritime cargo is concentrated at a few major ports. Most ships calling at U.S. ports are foreign owned with foreign crews. Container ships have been the focus of much of the attention on seaport security because they are particularly vulnerable to terrorist infiltration. More than 6 million marine containers enter U.S. ports each year. While the Customs Service analyses cargo information to target specific shipments for closer inspection, it physically inspects only about 2 per cent of the containers. This new book examines the security legislation, which can have significant implications for public safety, the war on terrorism, the U.S. and global economy and federal, state and local homeland security responsibilities.
