Fiscal Decentralization and Public Subnational Financial Management in Peru

Fiscal Decentralization and Public Subnational Financial Management in Peru PDF Author: Ehtisham Ahmad
Publisher: International Monetary Fund
ISBN:
Category : Business & Economics
Languages : en
Pages : 30

Book Description
There is increasing interest in fiscal decentralization in Peru as a mechanism to generate more involved decision-making at the subnational level. This is tempered with a continuing emphasis on overall fiscal stability. However, considerable work needs to be undertaken to define more clearly expenditure responsibilities and financing mechanisms that increase local accountability. In addition, a more transparent fiscal transfer system is needed, together with clarity in expenditure management at all levels of government. The paper suggests that a substantial work agenda is needed to extend the decentralization process with greater transparency.

Book Description
Over the past two decades, Peru has achieved remarkable economic success. Average annual Gross Domestic Product (GDP) growth has exceeded 5 percent since 2001. Poverty has been consistently reduced, and sustained improvements have been observed in social and human development. The poverty incidence rate fell from 58 to 23 percent between 2004 and 2014, and households' incomes at the bottom 40 percent grew 50 percent faster than the national average. The structural transformation of Peru's economy striking fast and widely shared growth transformed Peru into an upper-middle income and diversified economy. This report analyzes recent trends of the fiscal decentralization process in Peru and presents a set of reform options designed to harvest the envisaged efficiency and equity gains in service delivery that the fiscal decentralization was expected to bring. The analysis and policy options are presented in a conceptually logical order: (i) departing from institutional arrangements in the vertical structure of subnational governments passing to (ii) the need of a clearer definition of spending responsibilities among levels of government that needs to be followed by (iii) a commensurate redefinition of revenue assignments and (iv) enhancing equalization role of the transfer system.

Publisher: World Bank Publications
ISBN: 0821376365
Category : Business & Economics
Languages : en
Pages : 124

Book Description
'Decentralization in Client Countries' assesses the effectiveness of Bank support for decentralization between fiscal years 1990 and 2007 in 20 countries, seeking to inform the design and implementation of future support. Given the difficulties of measuring the results of decentralization, the evaluation uses intermediate outcome indicators- such as strengthened legal and regulatory frameworks for intergovernmental relations, improved administrative capacity, and increased accountability of subnational governments and functionaries to higher levels of government and to local citizens- to assess the results of Bank support in these 20 cases. To examine potential lessons at a sectoral level, the evaluation also assesses whether Bank support for decentralization improved intermediate outcomes for service delivery in the education sector in 6 of the 20 countries.

Publisher:
ISBN:
Category : Finance, Public
Languages : en
Pages : 26

Book Description
This project paper concerns a first order restructuring to the Peru Institutional Capacity for Sustainable Fiscal Decentralization Project, to introduce the following changes in the project and any accompanying amendments to the legal documents: (i) an adjustment of the scope of the project following a partial cancellation request of $2.16 million received from the Borrower on April 14, 2008; (ii) a consequent revision of the outcome indicators and the monitoring and evaluation framework as well as a slight revision of the project development objective (PDO) to include the central Government within the activities of the project; (iii) a project closing date extension to September 30, 2010 to allow the completion of the activities supported by the loan; and (iv) adjustments to the institutional arrangements in the project's operational manual to take into consideration organizational changes in one of the six sub-executing units. The restructuring aims to respond to the evolving Borrower's needs and priorities in the area of fiscal decentralization. The project has suffered significant implementation delays, due in part to the change in administration shortly after the project was approved, and specifically to the process of adjusting the project activities to the priorities of the new administration.
