This book connects the scholarly discussions on 'security' and 'resilience', by examining the various definitions and meanings of the terms in the EU's Eastern Partnership (EaP) policy, and in what ways the EU has attempted to define the relationship between security and resilience in its official rhetoric and in policy practice. The Russian invasion of Ukraine in February 2022 has largely been viewed as an extraordinary resilience test for the EU. The war has unleashed multiple crises ranging from security and asylum to energy and the economy, in turn raising questions not only on how the EU can ensure the resilience of its eastern partners, but also questions existential to the EU, such as institutional and policy reform, further EU enlargement and the EU's role in a rapidly changing global context of polarisation and fragmentation. The chapters in this edited volume draw on a diversity of original conceptual and theoretical frameworks that are combined with an empirical analysis of often overlooked dimensions of EU’s policy towards the EaP countries, drawing on the original data collected by the authors, including the semi-structured interviews. Regulatory reforms in the EU’s Eastern neighbourhood countries are not as sluggish as often perceived. Rule enforcement is happening despite the presence of domestic veto players who favour the status quo, the lack of EU membership perspective and the presence of Russia as an alternative governance provider. Using Ukraine as a primary case study, this book examines why convergence with transnational market rules varies across different policy sectors within the Eastern neighbourhood countries. It analyzes the drivers of regulatory change and explores the conditions under which post-Soviet economies integrate with international markets. In doing so, it argues that the impetus for regulatory change in the Eastern neighbourhood lies in specific strategies of domestic empowerment applied by external actors. Furthermore, through the study of the impact of Western and Russian transnational actors, the book concludes that Russia’s presence does not necessarily hinder the integration of the EU’s Eastern neighbours with international markets. Instead, Russia both weakens and strengthens domestic support for convergence with transnational market rules in the region. 'Disruptive innovation', 'the fourth industrial revolution', 'one of the ten ideas that will change the world'; the collaborative/sharing economy is shaking existing norms. It poses unprecedented challenges in terms of both material policies and governance in almost all aspects of EU law. This book explores the application – or indeed inadequacy – of existing EU rules in the context of the collaborative economy. It analyses the novelties introduced by the collaborative economy and discusses the specific regulatory needs and instruments employed therein, most notably self-regulation. Further, it aims to elucidate the legal status of the parties involved (traders, consumers, prosumers) in these multi-sided economies, and their respective roles in the provision of services, especially with regard to liability issues. Moreover, it delves into a sector-specific examination of the relevant EU rules, especially on data protection, competition, consumer protection and labour law, and comments on the uncertainties and lacunae produced therein. It concludes with the acute question of whether fresh EU regulation would be necessary to avoid fragmentation or, on the contrary, if such regulation would create unnecessary burdens and stifle innovation.
