The distinctive thesis of Faces of Inequality is that a state's racial and ethnic composition, as much as any other factor, shapes its political processes and policies. To understand state politics, therefore, we must consider them from the perspective of social diversity. Scholars have broadly acknowledged that racial and ethnic diversity are central to American political history, but Rodney E. Hero is the first to posit and systematically examine this diversity as essential to our understanding of contemporary American politics. In these pages, Hero regards race/ethnicity as an American "dilemma" whose importance transcends state boundaries, yet whose impact upon U.S. politics varies widely. He classifies states' social diversity patterns as homogenous, heterogeneous, or bifurcated, and demonstrates how these patterns influence political tendencies. Social diversity, he finds, is strongly related not only to political processes, but also to specific policies and outcomes, such as educational policies, incarceration rates, and infant mortality. Is it possible, in a modern, pluralistic society, to promote common bonds of citizenship while at the same time accommodating and showing respect for ethnocultural diversity? 'Citizenship' and 'diversity' have been two of the major topics of debate in both democratic politics and political theory over the past decade. Should government adopt multiculturalism as public policy? What is the role of the state in managing diversity? Are all cultures of equal value? And is ethnicity the difference that most matters? In Ethnicity, Identity and Public Policy, David Bromell evaluates theory developed in other national contexts against challenges for public policy arising from ethno-cultural diversity in New Zealand. He concludes that this is a time to refine - and complicate - our thinking, and that the task of developing normative theory in relation to diversity and public life is still a work in progress. In Bromell's view, New Zealand should endorse neither multiculturalism nor biculturalism as official public policy. Instead, he advocates safeguarding individual rights, which all share equally, and a restrained role for the state in 'managing' diversity. He argues that reducing inequalities ought to be a higher priority than recognising identities. Contrary to mid-twentieth century predictions, ethnic pluralism has increased dramatically in North America and significantly in Europe. Neither the post 9/11 emphasis on international border security nor anti-immigration and anti-multiculturalism movements have affected the fifty year trend of increasing labour mobility and sustained levels of migration. The ethnic pluralism accompanying this powerful trend has fueled academic research and public debate. Contributors report on and develop a conceptualization of ethnic social incorporation and multiculturalism in Canada, the United States, Germany, Greece, Bulgaria and Italy. This group of countries displays a remarkable variety of both ethnic diversity and public policy responses to ethnic social incorporation over the past four decades. It includes two countries (Canada and the United States) built upon very large-scale immigration over the course of more than a century, two countries (Greece and Italy) which until recently were characterized by large-scale emigration but now are grappling with immigration, one country (Bulgaria) that was until the 1990s insulated from extensive migration and faces a demographic slump, and one (Germany) that has experimented with isolating temporary populations but is now addressing the responsibilities of permanent immigration.
