El presente trabajo consta de un entendimiento y comparación de dos tipos de contratos de asociación público privada considerando las estipulaciones propuestas por el libro "Public Private partnerships" escrito en 2007 por E.R. Yescombe en los capítulos asociados a Procesos licitatorios y Matrices de riesgo. Dentro del documento se encuentra una descripción de conceptos asociados a las licitaciones de APP, se desarolla el tema considerando los contratos proporcionados por la ANI en conjunto con las entidades promotoras de los proyectos y montados en la base de datos del SECOP. Adicionalmente, se encuentra una breve comparación entre los dos contratos y se finaliza con una conclusión a partir de los resultados obtenidos.

"Las Asociaciones Público-Privadas se caracterizan por tener un ente estatal y un ente privado para la realización de proyectos de carácter público. El objetivo principal de este documento es analizar y comparar los procesos licitatorios y la asignación de riesgos de dos asociaciones Público-Privadas de Colombia. Específicamente, los proyectos estudiados son: "Cartagena-Barranquilla y Circunvalar de la Prosperidad" e "IP Cesar-Guajira". El primer proyecto mencionado es de iniciativa pública y el segundo de iniciativa privada. En primer lugar, para lograr el objetivo se realizó una revisión de literatura. Posteriormente, se presentó una descripción de los conceptos analizar, el análisis de los proyectos seleccionados y la comparación de estos. En general, se observaron diferencias entre los proyectos en el tipo de contratación pública, la etapa de precalificación y la evaluación de las ofertas. Adicionalmente, se concluyó que el proyecto "IP Cesar-Guajira" asigna mayor riesgo al ente privado que el proyecto "Cartagena-Barranquilla y Circunvalar de la Prosperidad". -- Tomado del Formato de Documento de Grado.
