In Becoming the Tupamaros, Lindsey Churchill explores an alternative narrative of US-Latin American relations by challenging long-held assumptions about the nature of revolutionary movements like the Uruguayan Tupamaros group. A violent and innovative organization, the Tupamaros demonstrated that Latin American guerrilla groups during the Cold War did more than take sides in a battle of Soviet and US ideologies. Rather, they digested information and techniques without discrimination, creating a homegrown and unique form of revolution. Churchill examines the relationship between state repression and revolutionary resistance, the transnational connections between the Uruguayan Tupamaro revolutionaries and leftist groups in the US, and issues of gender and sexuality within these movements. Together with its sequel Terrorism (and two companion readers) it was part of a wider study: to give a critical interpretation of guerrilla and terrorism theory and practice throughout history. It did not aim at providing a general theory of political violence, nor did it give instructions on how to conduct guerrilla warfare and terrorist operations. Its aim remains to bring about greater semantic and analytic clarity, and to do so at psychological as well as political levels.While the word guerrilla has been very popular, much less attention has been given to guerrilla warfare than to terrorism - even though the former has been politically more successful. The reasons for the lack of detailed attention are obvious: guerrilla operations take place far from big cities, in the countryside, in remote regions of a nation. In such areas there are no film cameras or recorders.In his probing new introduction, Laqueur points out that a review of strategies and the fate of guerrilla movements during the last two decades show certain common features. Both mainly concerned nationalists fighting for independence either against foreign occupants or against other ethnic groups within their own country. But despite the many attempts, only in two placesAfghanistan and Chechnya were the guerrillas successful.According to Laqueur historical experience demonstrates that guerrilla movements have prevailed over incumbents only in specific conditions. Due to a constellation of factors, ranging from modern means of observation to increase in firepower. The author suggests that we may witness a combination of political warfare, propaganda, guerrilla operations and terrorism. What makes terrorism a unique form of political violence is its underground nature. According to the conceptualization of the phenomenon offered in this book, terrorism is the kind of violence carried out when the perpetrators lack territorial control. There is a strong link between terrorism and secret, clandestine operations, making terrorists attacks ephemeral, as opposed to battles and assaults. The book offers a comprehensive conceptual analysis of terrorism, comparing it with competing theories and views on the subject, such as terrorism is killing civilians, or terrorism is a form of violence that relies on the distinction between direct and indirect targets. The conceptualization advanced here makes sense of some peculiar traits of terrorism, from international attacks (in which the underground constraint is most obvious), to lone-actor ones (in which a single individual commits a deed). It also delimits the possibility of state terrorism as covert operations by security forces, normally abroad. Approaching terrorism in terms of the underground not only makes sense of how we talk about terrorism, but it also generates testable consequences. Through a combination of statistical and comparative analyses, it is shown that the use of terrorism is driven by the degree of asymmetry between the contending parties.
