'Invisible social security' is a term coined by Jos Berghman in his early work to draw attention to those aspects of social security that easily tend to be neglected in an instrumental perspective that conceives of social security merely as a particular set of instruments that national welfare states deploy to guarantee basic living standards to their citizens. Among others, Berghman emphasized that social security should rather be conceptualized in a situational sense, that is, as a state of being in which citizens feel confident about themselves and about their future lives. This book, Invisible Social Security Revisited, is a collection of essays published at the occasion of the retirement of Jos Berghman as Professor of Social Policy at KU Leuven - University of Leuven. Taking the notion of 'invisible social security' as a point of reference, nearly thirty years after it was coined, the authors address a series of contemporary issues in social security research and policy-making. One can read about social protection in the past and in the future, about prevention and activation, about European and local policies, about poverty and social exclusion, about feelings of insecurity and failing protection of informal workers, about social values in relation to social policies, and so on. The wide range of issues that are thus covered goes to show that over the years the concept of 'invisible social security' has retained its academic appeal, as well as its significance for the conceptual and empirical understanding of social security policies and realities. The thesis is composed of four stand-alone essays analyzing economic problems pertinent to social insurance and allocation of resources in three applications to development, education and labor. The first essay investigates co-operative patterns of farmers in rural India engaging into informal insurance and public irrigation provision. I demonstrate theoretically, empirically and quantitatively that these two margins of co-operation reinforce each other, if the irrigational infrastructure is managed by local societies. On the other hand, management by external government agencies is associated with excessive crowding-out of informal insurance. The second essay investigates constrained efficiency of a model with educational investments subject to uninsurable dropout risk, moral hazard and an endogenous college wage premium. I show that the laissez-faire equilibrium is constrained inefficient and is characterized by under-education. To this end, I show that an optimally designed student loan program with graduation-contingent repayment rates can attain the allocative efficiency of second best. In the third essay, I show in a simple model of lumpy educational investments that subjective pessimism over returns to education can be self-confirmed in equilibrium. This leads to two empirical implications: (i) both the degree of human capital concentration and the degree of educational investments misallocation may be increasing in the rigidity of the education system's design; and (ii) commonly pursued methods may not identify the true underlying skill distributions. The fourth essay uses a quantitative model of labor search with unemployment insurance and voluntary quits to study welfare consequences of a policyreform giving entitlement to workers quitting their jobs in the US. Structural results show that pursuing a generous entitlement policy for quitters may allow for significant welfare gains through improved insurance and allocation of workers. Moreover, I employ the assumption of monetary search costs and show that it can explain the empirically documented unemployed search behavior.

Economically vulnerable populations can draw assistance from both public programs and private family resources. In my dissertation, I explore this public-private interaction. My first chapter, and job market paper, examines it in the context of unemployment. I demonstrate that young workers receive informal insurance from their family when unemployed and evaluate to what extent family networks absorb declines in public insurance. My second chapter examines the public-private interaction in the context of wealth. I use a benefit cut to Social Security to measure the changes in net wealth transfers from parents to children. My final chapter examines the public-private interaction in the context of health. I analyze how disabled individuals secure health coverage when awaiting Medicare, finding that the crowd out of private coverage is dependent on who owns the plan---the disabled individual, or a spouse.
