Education for Democracy in England in World War II examines the educational discourse and involvement in wartime educational reforms of five important figures: Fred Clarke, R. H. Tawney, Shena Simon, H. C. Dent and Ernest Simon. These figures campaigned for educational reforms through their books, publishing articles in newspapers, delivering speeches at schools and conferences and by organizing pressure groups. This book, published in 1937, reported on a four week visit to Moscow in 1936 to study the making of Moscow as a showpiece Soviet capital. At its core was the 1935 General Plan for the Reconstruction of Moscow but the book was a study of planning in the Soviet rather than the Western sense. Thus it covered many aspects of the city’s social and economic life including industry and finance, education and housing production as well as governance and town planning. Much first hand detail is included, based on the visit and the authors’ meetings with Soviet officials and citizens that illustrate various points, usually in praise. The book made a significant contribution towards the growing arguments in 1930s Britain and other parts of the Anglophone world for a bolder, more comprehensive and more state-led approach to planning. In turn these arguments had an important impact in shaping the policies adopted in the 1940s.

This is the first full-length study of the life and career of Brian Simon (1915-2002), leading Marxist intellectual and historian of education in twentieth-century Britain. Using documentary sources that have only recently become publicly available, it reveals the remarkably broad range of Simon’s life as student, soldier and school teacher, Communist Party activist, and educational academic, campaigner and reformer. In a sympathetic biography that yet retains critical distance, the authors analyse Simon’s contribution to Marxism and the CP, explore the influence of both on his work as a historian of education and trace the significance of his Marxist beliefs, political associations and historical approach to the cause of educational reform. In so doing, they consider the full nature and limitations of Simon’s achievements in his struggle for education. Unlike many Marxist scholars he remained loyal to the CP in the 1950s, which damaged his reputation as a public intellectual. Nevertheless, his support for comprehensive education helped to promote egalitarian educational reforms in Britain, although he was later unable to provide sufficient resistance to the 1988 Education Reform Act and to a decline in the position of the comprehensive schools. In all this, the significance of Simon’s family, and especially his relationship with his wife Joan is to the fore. Joan and Brian forged a formidable 60-year partnership, in politics and the CP as well as in life, that lasted until Brian’s death in January 2002.

"The Transformation of Urban Liberalism" re-evaluates the dramatic and turbulent political decade following the 'Third Reform Act', and questions whether the Liberal Party's political heartlands - the urban boroughs - really were in decline. In contrast to some recent studies, it does not see electoral reform, the Irish Home Rule crisis and the challenge of socialism as representing a fundamental threat to the integrity of the party. Instead this book illustrates, using parallel case studies, how the party gradually began to transform into a social democratic organisation through a re-evaluation of its role and policy direction. This process was not one directed from the centre - despite the important personalities of Gladstone and Rosebery - but rather one heavily influenced by 'grass roots politics'. Consequently, it suggests that late Victorian politics was more democratic and open than sometimes thought, with leading urban politicians forced to respond to the demands of party activists. Changes in the structure of urban rule produced new policy outcomes and brought new collectivist forms of New Liberalism onto the political agenda. Thus, it is argued that without the political transformations of the decade 1885-1895, the radical liberal governments of the Edwardian era would not have been possible.
