Unmanned Aerial Vehicles (UAVs) have been referred to in many ways, such as RPV (remotely piloted vehicle), drone, robot plane, and pilotless aircraft. Most often called UAVs, they are defined by the Dept. of Defense (DOD) as powered, aerial vehicles that do not carry a human operator, use aerodynamic forces to provide vehicle lift, can fly autonomously or be piloted remotely, can be expendable or recoverable, and can carry a lethal or nonlethal payload. The war on terrorism has put a high premium on the primary mission of UAVs, intelligence gathering. The military effectiveness of UAVs in conflicts such as Iraq (2003), Afghanistan (2001), and Kosovo (1999) opened the eyes of many to both the advantages and disadvantages provided by unmanned aircraft. Long relegated to the sidelines in military operations, UAVs are now used in ways normally reserved for manned aircraft. This 2003 report includes background information on UAVs; considerations for Congress; and DOD UAV programs current in 2003, both operational and developmental. Figures and tables. In March 1993, Secretary of Defense Aspin initiated a comprehensive review of the nation's defense strategy, force structure, modernization, infrastructure, and foundations. He felt that a department-wide review needed to be conducted "from the bottom up" because of the dramatic changes that have occurred in the world as a result of the end of the Cold War and the dissolution of the Soviet Union. These changes in the international security environment have fundamentally altered America's security needs. World events in recent years have led observers, particularly since late 2013, to conclude that the international security environment in recent years has undergone a shift from the post-Cold War era that began in the late 1980s and early 1990s, also sometimes known as the unipolar moment (with the United States as the unipolar power), to a new and different situation that features, among other things, renewed great power competition with China and Russia and challenges by these two countries and others to elements of the U.S.-led international order that has operated since World War II.
