This Congressional hearing report is intended to provide a broad overview of the current state of higher education and establish a foundation for future hearings on more specific topics concerned with the reauthorization of the Higher Education Act. Issues addressed in the report include: costs of going to college; characteristics of those who go to college; kinds of financial available; characteristics of financial aid recipients; distribution of financial aid among private versus public colleges and among dependent versus independent students; types of programs eligible for federal aid; and the role of the college financial aid officer. Included are the transcripts of the testimonies of: David A. Longanecker, Assistant Secretary for Postsecondary Education, who reviewed Title IV eligibility and certification requirements; John B. Childers, of The College Board, who reported on the Board's experiences with financing postsecondary education; Margot Schenet, of the Congressional Research Service, who gave testimony about who gets student aid and where they go to school; Michael T. Nettles, of the United Negro College Fund, who addressed enrollment trends for minority students; and Thomas M. Rutter, Director of Financial Aid at San Francisco State University, who talked about the role of the financial aid administrator.
