One of the most challenging environmental threats to the ten countries of the Association of Southeast Asian Nations (ASEAN) has been the haze, the sickening and deadly cloud of smoky pollution caused by widespread burning of land and forests in Indonesia. This book examines both the threat and response to it by analysing environmental cooperation in Southeast Asia from an international regime perspective. Tracing the development of regional cooperation on the haze and evaluating the effectiveness of the cooperation, the author argues that the haze crisis, combined with the economic crisis of 1997, has profoundly challenged the ASEAN modus operandi, and resulted in ASEAN’s efforts to establish an environmental regime to cope with environmental challenges. The emerging ASEAN haze regime is a unique case study of a regional environmental institution in multi-levelled global environmental governance. Environmentalists and advocates of environmental cooperation in conflict frequently discuss certain environmental cooperation project proposals such as the establishment of the Peace Park in the demilitarized zone on the North-South Korean border, the Indo-Pakistani Peace Park on the Siachen Glacier, the joint system of trans-boundary environmental protection between Thailand and Cambodia, and the joint management of Palestinian and Israeli water resources. These proposals, however, are by no means isolated. The idea that the development of environmental cooperation in conflict areas can create a bridge between conflict communities and help conflict transformation and resolution is almost two decades old. Declarations of cooperation between conflict communities and bringing the potential for peaceful relationships into conflict areas through joint environmental projects appear in the agendas of several international governmental and non-governmental organizations. However, our knowledge of the “real” workings of environmental cooperation in conflict zones does not correspond with the popularity of these thoughts and actions. Although environmental cooperation has been initiated in many conflict areas, the differences in individual cases are so large that, so far, there is neither accurate data nor any idea of the workings of environmental cooperation as a tool for conflict transformation. This book addresses some of these issues and offers several new findings. Specifically, it examines the emergence of environmental cooperation and its function in political conflicts. It concludes that not all environmental cooperation is real cooperation and not all real cooperation is favorable. The scope, form, and content of cooperation are important to the peacebuilding potential of environmental cooperation, and there are multiple intervening factors such as motivation of actors, their value preferences, and duration of the support of external actors.

Many environmental problems cross national boundaries and can be addressed only through international cooperation. In this book Robert Darst examines transnational efforts to promote environmental protection in the USSR and in five of its successor states—Russia, Ukraine, and the Baltic republics of Estonia, Latvia, and Lithuania—from the late 1960s to the present. The core of the book is a comparative study of three key issues: nuclear power safety, transboundary air pollution, and Baltic Sea pollution. Although expectations were high that the end of the Cold War and the breakup of the Soviet Union would lead to increased East-West environmental cooperation, the opposite has been true. Russia and the other successor states have generally agreed to address such problems only when paid to do so. Darst finds that post-Cold War environmental cooperation has been most successful when there is an overlap between the environmental and economic interests of the successor states and those of their Western neighbors, and when the foundation for cooperation was laid during the Cold War period. The book is based on extensive original field research, including interviews with diplomats, government officials, scientists, and environmental activists in the successor states and Western Europe. Its findings underscore the importance of the domestic and international political context in which international environmental policy making occurs. It also deepens our understanding of the opportunities and dangers of positive inducements as a tool of international environmental policy.
