This second volume of proceedings of the International Conference on Regional Science, Energy and Environment (Louvain, May 1975) contains papers related to general and partial equilibrium models of regional and urban development, in which natural and human resources playa dominant role. It need not be stressed that environmental factors and resource management have,to some extent, been neglected in postwar economic research. Unfortunately, a world-wide energy crisis or more local environmental disruptions were necessary to draw the economist's attention on the increasing imbalance between man and environment. The topics treated in this volume reflect the shift in economic research which has taken place since the early seventies. They can be classified roughly into 4 fields. The first field deals with a welfare approach to environmental deterioration. The second area covers models of resource allocation that contain environmental constraints. The third class of problems focuses on the relationship between environment and urban development. Finally, some methodological papers are included that explore new areas in regional and ~nterregional model building. Klaassen opens this volume with a paper on the impact of rising energy prices on the structure of regional development and environment, He analyses the change in size of all potentials and the consequent decrease in the volume of traffic. Besides these short-run influences, a :reallocat{o~ of households and firms may be expected in the long-run.

The greatest challenge facing mankind today is the immense disparity in the levels of income among people in different parts of the globe. The growth rate of income of the poor countries is consistantiy far below the rate of the advanced, industrialized nations. Due to low income and a high propensity to consume, there is very little left in these countries for investment. A major portion of the resources available is devoted to military expenditures. This continual decline in the standard of living, coupled with poverty and unemployment, will lead to social and political upheaval in these countries, which affects developed countries. Because of high capacity and low population growth, the market of the developed countries is already saturated. To maintain the high standard of living in the developed countries it is necessary to have a strong and stable developing world. It is gratifying to see that both groups of countries see the need for peaceful economic growth; however, the amount of cooperation between countries and the material help from the developed countries are far from satisfactory. The economic and social scientists have investigated the best way to achieve the transformation from a poverty-ridden condition to a decent existence. Their studies have proceeded in two different directions. One is a more descriptive, historical analysis and the other is theoretical model building. Although these studies have achieved a relatively high level of perfection, one significant factor is sometimes missing.

In September 1977 a "Regional Science Symposium" was held at the Faculty of Economics of the University of Goningen in the Netherlands. The impetus in organizing this symposium was the recent estab lishmen t at the F acuIty of Economics of a group engaged in teaching and research within the field of regional science. The aim of the symposium was to familiarize university members with regional science and to introduce the new group to both the national and international scene. Two separate topics of potential interest to both researchers and policy-makers were selected. The first theme, spatial inequalities and regional development, was chosen because of its central place in regional science. Authors from several disciplines were asked to approach this theme from a general, policy-oriented point of view. This ensured the spotlighting of the various dimensions of spatial inequality and its implications for regional policy. The results of their efforts have been collected in a volume entitled Spatial Inequalities and Regional Development. The second theme focussed on spatial statistical analysis. This branch of statistics is a relatively new one. It is receiving growing attention from researchers in the field of applied regional science. The conference dealing with this topic concentrated on recent research results related to the use of appropriate statistical and econometric methods for analyzing spatial data. The papers con cerned have been collected in another volume, entitled Exploratory and Explanatory Statistical Analysis of Spatial Data.

Environmental problems, as far as they raise economic questions, even conflicting with pre-ecology economics, can be tackled in different ways. The way chosen by Bernard Coupe was not the French 'voie royale', -a Louis-XIV equivalent of a speedway - but the narrow path, con sisting in carefully implementing a simple but valid model. This model is amenable to many extensions, but it reveals the core of some economic-ecological problems: the search for acceptable solutions when one is confronted with a set of rather narrow constraints. A not uninteresting finding is that 'full-employment' solutions do seem to exist, though leading to different uses of the product made available. How such solutions are to be politically implemented is then a further stage of the reasoning, not taken up in this book. We spent, Bernard and I, many a well-filled hour in discussing the technicalities of the exercise: the consumption and investment functions, with their estimation problems, the treatment of the transportation sector, problems in geometric programming, et de quibusdam aliis. Especially when prefacing the final product, one is particularly pleased to be able to evoke the times past, but well spent. Bernard Coupe will certainly in the course of his development work in Africa, use the spirit and techniques of this approach. We can expect in the future some good reporting on this facet of his work too.
