Incentives for innovation are particularly relevant in the pharmaceutical industry where not all social needs provide equally profitable opportunities and where most OECD countries try to implement different measures that promote research in these less profitable areas. This book describes how incentives can be provided to deal with less profitable activities when no clear markets exist for the innovations. The book discusses alternative mechanisms to substitute for inexistent markets, situations where traditional instruments have proven totally insufficient, and the clear mismatch between the size of the markets being targeted and the incentives being provided. Patents become an ineffective way to incentivise R&D when the appropriability is low; this book provides alternative ideas such as allowing for a period of data exclusivity to firms that develop new drugs.

This volume consitutes a summary of several years' multi-disciplinary research by a group of Swedish researchers. The project 'Sweden's Technological Systems and Future Development Potential' was initiated by the Swedish National Board for Industrial and Technical Development (NUTEK) and has been carried out at the Department of Industrial Management and Economics at Chalmers University of Technology in Gothenburg, the Research Policy Institute at the University of Lund, the Industrial Institute for Economic and Social Research (lUI) in Stockholm, and the Department of Industrial Economics and Management at the Royal Insitute of Technology, Stockholm, under the direction of Bo Carlsson, Case Western Reserve University, Cleveland, Ohio. Health care arguably is the single most regulated industry in industrial countries, and possibly in newly industrialized and developing countries as well. But what exactly is being regulated, what are the instruments used, and what are the effects and side-effects of such regulation? Regulation of Health: Case Studies of Sweden and Switzerland seeks to resolve problems in answering these key questions regarding the health care sector in two countries - Sweden and Switzerland. The volume contains a series of studies that compare the regulation of health and health care in these two apparently very similar countries, in considerable detail. The contributing teams acquired a great deal of knowledge about health regulation in both countries; they also derived comparative predictions when regulation differs, using actual observations to check whether these predictions are borne out. These comparisons are based on the conditions prevailing in the mid-nineties.
