Enlightenment, Governance, and Reform in Spain and its Empire, 1759-1808 offers a new interpretation of political reform in Spain and its American empire in the second half of the eighteenth century. It examines the intellectual foundations of commercial, administrative, and colonial policy during the tumultuous reigns of Charles III (1759-1788) and Charles IV (1788-1808), and explores how crown reformers employed both the ideas of the European Enlightenment and Iberian juridical concepts to create a distinctive ideology of governance. They sought to use these ideas in order to reinvigorate the Spanish monarchy and to transform the institutions of the Old Regime into those of a modern state in both the Old World and the New. Drawing on archival research undertaken in Spain, Cuba, Chile, and Argentina, this book makes an important contribution to the histories of Spain, Latin America, and the Atlantic World.

Efforts to ascertain the influence of enlightenment thought on state action, especially government reform, in the long eighteenth century have long provoked stimulating scholarly quarrels. Generations of historians have grappled with the elusive intersections of enlightenment and absolutism, of political ideas and government policy. In order to complement, expand and rejuvenate the debate which has so far concentrated largely on Northern, Central and Eastern Europe, this volume brings together historians of Southern Europe (broadly defined) and its ultramarine empires. Each chapter has been explicitly commissioned to engage with a common set of historiographical issues in order to reappraise specific aspects of 'enlightened absolutism' and 'enlightened reform' as paradigms for the study of Southern Europe and its Atlantic empires. In so doing it engages creatively with pressing issues in the current historical literature and suggests new directions for future research. No single historian, working alone, could write a history that did justice to the complex issues involved in studying the connection between enlightenment ideas and policy-making in Spanish America, Brazil, France, Italy, Portugal and Spain. As the British, French and Spanish Atlantic empires were torn apart in the Age of Revolutions, Portugal steadily pursued reforms to tie its American, African and European territories more closely together. Between 1777 and 1816, botanical expeditions crisscrossed the vast Spanish empire in an ambitious project to survey the flora of much of the Americas, the Caribbean, and the Philippines. While these voyages produced written texts and compiled collections of specimens, they dedicated an overwhelming proportion of their resources and energy to the creation of visual materials. European and American naturalists and artists collaborated to manufacture a staggering total of more than 12,000 botanical illustrations. Yet these images have remained largely overlooked—until now. In this lavishly illustrated volume, Daniela Bleichmar gives this archive its due, finding in these botanical images a window into the worlds of Enlightenment science, visual culture, and empire. Examining the pivotal period between the end of the Seven Years' War and the dawn of the American Revolution, Envisioning Empire reinterprets the development of the British Empire in the 18th century. With exceptional geographical scope, this book provides new ways of understanding the actors and events in many imperial arenas, including West Africa, North America, the Caribbean, and South Asia.
