Of the many pressing issues related to the quality of urban life in China’s megacities, transport is one key matter that caught politicians’ and researchers’ attention when the decline in job accessibility caused by dramatic increases in commuting times became a serious social problem. There are many ways to contain the growth of workers’ commuting times in rapid urban expansion process, but the development of a given land-use pattern is usually emphasized by metropolitan spatial policy to guide housing, job and transport distribution. Examining the case of Beijing, the findings of Zhao’s thesis show that many elements of urban form have a statistically significant relationship with workers’ commuting times at both the community level and individual worker level, even when many institutional and social factors are controlled for. Most aspects of compact urban land development would play a positive role in reducing workers’ commuting times, including high household density, a high-level local jobs-housing balance, concentrated development, and a highly developed public transport system. In particular, most aspects of compact urban land development mentioned above have a greater positive impact on the commuting time of workers from low-income households compared to workers from middle or high-income households. That implies compact urban land development would reduce the differences in job accessibility between workers with different household incomes and in turn enhance the social equity in job accessibility.
