The purpose of the Upstream Petroleum Incident Support Plan is to provide a framework to direct and coordinate how the government and the private sector will respond to a serious upstream petroleum industry incident. ("Upstream" in this context refers to that portion of the petroleum industry before the refinery. This includes wells, piplines, etc. Hazards include but are not limited to "sour gas" or hydrogen sulphide.) Although the industrial operator will most likely initiate the emergency response, the local authority will be the lead response agency in matters affecting public safety within their jurisdiction. As the primary regulator of the upstream petroleum industry, the Alberta Energy and Utility Board (EUB) will be the primary contact for the provincial government when there is a response to an emergency incident.
